Oneida County is considering an anti tethering law. 

The legislature due to pressure from some groups that are opposed to anti tethering is caving in and trying to write a law with no time limits on animals being tethered.  That is unacceptable. 

It is NOTjust an issue of the animal being tethered and how awful it is for that animal, or how dangerous it can be for that animal.  In NY State animals are property.  We have to do a great deal of harm to an animal to have it removed.

IT is an issue of the people who are affected by the 24/7 tethering of dogs.

No one wants to live next to someone who tethers their dog out 24/.7

There is barking, aggression issues, nuisance complaints, the animals not having proper sustenance, not being cared for properly. Animals hanging themselves, on chains or getting wrapped up in the chain and unable to reach its shelter.

Dogs who live on chains isolated from people are more aggressive.

People who have to live next to that often do not feel safe, or are barked at, annoyed by these animals.  There is no reprieve for the animals or the people in the neighborhoods where they reside.

Oneida County legislature- you are elected to protect Oneida county citizens.  NO ONE WANTS TO SEE OR LIVE NEXT to a tethered dog. 

Originally there was a 10 to 12 hour tethering limit in a 24 hour period.

PLEASE do not back down to people who tether their animals. 

You could put a variance in or a permit in for hunting or working dogs, or specific breeds of dogs ie malamutes who are able to handle our weather in upstate NY... there are ways to word the law- that will protect those breeds that should not be left in ANY unheated structure in a NY winter. 

Please do not give up, please protect the animals- and please give some relief to those who are forced to live next door to people who do these things.  It is unfair on every level for the neighbors and the animals.
