PROPOSED RESIDENTIAL DEVELOPMENT

Members of the Greenville City Council
We, the undersigned residents, neighbors, property owners, and concerned citizens of Greenville,
South Carolina respectfully submit this petition to formally express our opposition to the
proposed residential development by the Gallo Company on the lots located at the intersection of
East Avondale Drive and North Avondale Drive. This petition calls upon the Mayor and
Members of City Council to carefully review, reconsider, and deny or substantially modify the
Approvals necessary for this development to proceed.
I. BACKGROUND
The Gallo Company has submitted plans to construct seven (7) single-family residences on the
lots situated at the intersection of East Avondale Drive and North Avondale Drive in Greenville,
South Carolina. The signatories to this petition are deeply concerned that this proposed
development, as currently planned, would have significant adverse impacts on our neighborhood,
our community, and the quality of life of residents in the surrounding area.
II. GROUNDS FOR OPPOSITION
The undersigned oppose this development on the following grounds:
- Incompatibility with Neighborhood Character
The proposed construction of seven houses on these lots is inconsistent with the established
character, scale, and density of the surrounding Avondale Drive neighborhood. The existing
neighborhood features a distinctive residential character that would be irreparably altered by
intensive infill development of this nature. - Traffic, Safety, and Infrastructure Concerns
The intersection of East Avondale Drive and North Avondale Drive already experiences traffic
congestion and pedestrian safety concerns. The addition of seven new residences will
significantly increase vehicular traffic at this intersection, creating unacceptable safety risks for
existing residents, pedestrians, cyclists, and schoolchildren in the vicinity. We are also concerned
that existing infrastructure, including roads, stormwater drainage, and utilities, is inadequate to
support the demands that this development would generate. - : Environmental and Stormwater Concerns
We are concerned that clearing and developing these lots will eliminate the existing tree canopy and
green space that currently provide important environmental benefits, including stormwater absorption, flood mitigation, carbon sequestration, and habitat for local wildlife. Increased impervious surfaces resulting from this development may worsen stormwater runoff and
flooding in surrounding properties. - Impact on Property Values and Community Well-Being The density and design of the proposed development may negatively impact the property values of adjacent and nearby residences. The introduction of seven new structures on these corner lots risks diminishing the aesthetic appeal and livability of the neighborhood for existing residents who have invested in and contributed to this community.
- Inadequate Community Input and Transparency
We believe that affected residents have not been afforded sufficient opportunity to review and
provide meaningful input regarding the Gallo Company's development plans. Decisions of this
magnitude and community impact require thorough public notice, engagement, and deliberation
before any approvals are granted.
III. REQUESTS OF THE MAYOR AND CITY COUNCIL
Based on the foregoing concerns, we respectfully urge the Mayor and Members of the Greenville
City Council to:
- Deny or place an immediate moratorium on any pending approvals, permits, variances, or
rezoning requests associated with the Gallo Company's proposed seven-house
development at the intersection of East Avondale Drive and North Avondale Drive. - Conduct a thorough and independent review of the proposed development plans,
including a comprehensive traffic impact study, environmental, and stormwater
assessment, and a full evaluation of infrastructure capacity. - Hold one or more properly noticed public hearings to allow all affected residents and
community members the opportunity to present their concerns, questions, and alternatives
to the proposed development. - Require the Gallo Company to demonstrate that the proposed development is fully
consistent with the City of Greenville's Comprehensive Plan, zoning ordinances, and
development standards. - If development of the site is ultimately approved, require meaningful reductions in
density and design modifications to ensure compatibility with the existing neighborhood
character and to mitigate identified impacts on traffic, environment, and community well-
being.
We, the undersigned, respectfully submit this petition and call upon the Mayor and City Council
to act in the best interests of the existing residents and the broader Greenville community. We
trust that our elected and appointed officials will give this petition and the concerns expressed
herein the serious consideration they deserve.
