It should be a crime to keep dog's chained up outside for more than 24hrs in a fenced in area and no more than 15 minutes without any type of fence around them. Dogs that are kept outside need to have adequate sheltering that keeps them cool in the heat and warm when its cold. They should also have access to fresh food and water. Abuse towards animals should be taken just as serious as abusing a person that is helpless, because that's what they are. Helpless.

Dogs on chains are easy prey for other animals. It also causes dogs to become aggressive towards other animals as well as people. Dogs are loyal companions and they expect the same from us. We are supposed to be the voice for the voiceless. Your pets depend on you just as your children do.
