Garfield Heights, Ohio established a law that makes illegal for residents to feed cats in the streets. By allowing this law, the city is creating a law against the eighth amendment of the US Constutition. The U.S. Supreme Court has ruled that this amendment's Cruel and Unusual Punishment clause applies to states.
