We support OceanaGold's FTAA Renewal

The Issue

This is to support the renewal of OceanaGold's Financial and/or Technical Assistance Agreement (FTAA) contract and continue the benefits delivered to the communities wherein it operates. Its host community, Barangay Didipio, and the provinces of Nueva Vizcaya and Quirino have seen tremendous change and development through the Company's Social Development and Management Plan (SDMP) and Corporate Social Responsibility (CSR) programs.

Social/Community
o   Signed MoA with the host and neighbouring communities for the distribution and utilization of the SDMP fund and other benefits from the Didipio Mine

o   Established We Care Program with steering committees consisting of Company representatives and community leaders to ensure community consultation and involvement.

o  Spent around P1.2B (from 2013 to 2018) for the development of our host and neighbouring communities, approx. P595 M under the SDMP, IEC, DMTG and approx. P615M under Company MoA commitments

o   Produced more than 150 graduates and supports 246 community scholars

o  Construction and repair of school buildings and classrooms, hospital

o  Road network: Approx. 119 Kms of roads upgraded, maintained and improved

o  Assisted and funded 13 cooperatives in establishing micro and small enterprises, most of which are agriculture based

o  Provided financial and technical assistance to farmers in partnership with local experts

Enterprise Development
o     DiCorp, owned and managed by bonafide long term residents of Didipio (minimum of 10 years residency at incorporation) that we funded and trained, generated around Php1.5B gross revenue from long-term Didipio Mine contracts (from 2011 to 2018). Has 279 employees as of 2018 and 361 Didipio Shareholders.

o     Philippine suppliers and contractors awarded with around Php29B worth of contracts as of end 2018.

Employment
o     Employs 1,517 employees at Didipio Mine.

o     Around 58% are from Didipio and neighbouring communities within Nueva Vizcaya and Quirino

Salaries
o     Paid to Didipio Mine national employees from 2013 to end of 2018 around Php2.5B or an annual average of Php411M.

Training
o     Funded the establishment of an underground training facility at Clark, Pampanga in partnership with Site Skills. (US$2.8M investment) with 104 graduates from the host and neighboring communities

o     Provided emergency response training for our host and neighbouring communities

o     Around 815 Employees were able to receive free external training on technical skills, soft skills and leadership skills funded by the Company.

o     A total expenditure of Php144M to provide income-generating technical-vocational trainings for 1,063 local residents in partnership with TESDA and DOLE.

Socio-Economic Assessment (SEA)
o     2015 SEA conducted by UPLB Foundation indicates that the average monthly household income in Didipio is P19,380 (national average income P17,166 and poverty threshold P18,935).

o     Average annual income : 1997 EIS: P62,888; 2015 SEA: P232,560

o     Didipio Population: 1997 EIS: 1,131; 2018 SEA: 4,123

o     No. of Households: 1997 EIS: 246 ; 2018 SEA: 927

Environment Initiatives

o     ISO 14001:2015 and OHSAS 18001:2007, and EnMS 50001:2014 certified.

o     Best in Minerals Processing when it represented the Philippines in the FIRST ASEAN MINERALS AWARD in 2017

o     Recipient of Presidential Mining Industry Environment Award in 2015 and 2016; 2018 Excellence in Ecology and Economy (E3) Awardee forgoing profit for people and the environment, Mother Nature Awardee for implementation of exemplary environmental management system.

o     Established OGSAI, an affiliate company to undertake forestry and agribusiness/livelihood projects in partnership with local landholders and community associations

o     Supports International River Foundation (in the Addalam River Basin WE BUILD Project)
o     Overhead power line Project (tapping to the national grid as project power supply in November 2015, part of Greenhouse Gas Emission Reduction Program)
o     Progressive rehabilitation at mine site (Final Mine Rehab and Decommissioning Plan approved by Contingent Liability Rehabilitation Fund Committee- Director level of various agencies)

Taxes
o     Estimated P6.89B paid (income, excise, local business tax etc.) from 2013 to 2018
