The Issue
We, the undersigned residents and park users of Berkeley respectfully submit this petition to request a change to the current park regulations. We propose that dogs be allowed to be off-leash within the grassy areas of Willard Park between the hours of 7:00 a.m. and 10:00 a.m. daily.
Current Situation:
Currently, all dogs in the park are required to be on a leash at all times. While this rule serves a purpose during busy hours at the park, it serves little to no purpose during the early morning hours, when there are very few park goers, and most of whom are dog owners anyway.
Reasoning and Benefits:
Allowing a designated off-leash period would provide numerous benefits to the community and its canine companions:
Improved Health and Well-being for Dogs:
Off-leash exercise allows dogs to run, play, and socialize freely, which is crucial for their physical health and mental stimulation. This can reduce behavioral issues caused by pent-up energy.
Enhanced Community Engagement: A dedicated off-leash time would create a stronger sense of community among dog owners, fostering a friendly and cooperative atmosphere.
Safety and Responsibility: The proposed hours are during a time when park usage is typically lower, minimizing potential conflicts with other park users.
We, the dog owners, are committed to ensuring the safety of all park visitors. We pledge to maintain strict supervision of our dogs and adhere to responsible pet ownership practices, including immediate waste removal.
No Financial Impact: This solution requires no new infrastructure or significant financial investment. It is a simple policy change that leverages existing park space.

- All dogs must be under strict vocal control and supervision.
- Dog owners will carry and use waste bags to clean up after their pets.
