High failure rate in the Occupational English Test due to the strict time given (15 min) to answer 20 twisted questions mentioned in a difficult paragraph. 

1. Candidates will find it very hopeful if the time can be increased into 20-25 min only so they will be able to finish all questions and increase their chances of passing the exam. 

Most of the candidates are health professional imigrants who are planning to work and settle with their families in the west and be effective member of the community. The exam is expensive and so many candidates would struggle to save money aside for it. By helping to give them more fair chances to pass; they will pay back when they work in the country's health system.
