Objections to New Planning Development on Minerva Road, Farnworth
The Issue
The planning is for 3 Four Storey Building 50ft tall comprising of 8 apartments and 100 shared residential units capable of housing up to 232 residents and 120 car parking spaces. This planning will effect Kingsland Road, Greenland Road, Colchester Drive, Leyton Close, Stratford Close, Silverdale Road, Broadway, Springfield Road, Winifred Road, Prestwood Road and all adjoining estates around Plodder Lane and Bradford Road.
- Traffic will increase, an extra 120 vehicles coming in and out of the area will make a huge effect on the roads. Minerva Road is heavily congested at school and hospital visiting times as are nearby Plodder Lane and Bradford Road. Any increase in traffic will undoubtedly lead to increased delays to emergency ambulances attending the A & E department.
- Major concern is regarding the use of the communal apartments. There is a possibility that it could be used for Emergency Housing. The properties around this area have low crime rates and this could increase the crime and anti-social behaviour. Mount St Josephs School is located near to this proposed development and any potential increase in criminal activities could put the children at risk.
- This development will mean the loss of more green space in Harper Green Ward. The ward already suffers from high atmospheric pollution due to the proximity of the M61 motorway and the clinical incinerator at the hospital. Figures show the population of this ward suffer one of the highest incidences of lung disease and cancers in Bolton. It is proven scientific fact that green open land and woodland help considerably to reduce atmospheric pollution and associated diseases, so why does Bolton Council allow more property development on green land sites?
- The developer is suggesting that the planning will improve the appearance of the area that has become overgrown and derelict. After the railway was dismantled in the early 1970's the site became a pleasant green woodland area with mature trees and nature. However after the same developer Dorbcrest applied for a previous 2005 development, the woodland area was completely removed, all area fenced off, metal shipping containers installed, large amounts of subsoil dumped and left. This allowed the site to become derelict and overgrown for over ten years. Many of the neighbours believe that removing the woodland area, this removed the protection of their gardens and trees resulting in bad weather uprooting many of the trees and damaging property.
- One reason given for the previous planning application to be stalled was because of the former coal mining constraint around a mineshaft outside the site and would not allow the development of the number of proposed residential houses. The developer was aware of the presence of the mineshaft in the 2005 application so why now has the application been changed to more dwellings. What evidence is there to support the developers claim that the previous build could not go ahead because of the proximity of this mineshaft?
- The Hospital Trust is not aware of this application.
