Jamaica Public Sercice Company ( herein as JPSco), have been spiking monthly electric bill since March 2020. Their excuse is that these increases in charges is due to the value of the u.s. dollar to Jamaican dollar; charging paying customers approximately twenty percent (20%) for the non paying customers stealing electricity; and people being home more due to corona virus. In October of 2019 the jmd to usd rate was $140 to $1. In February of 2020 before Corona shut down Jamaica the rate was $140 to $1. No one experienced unusual spikes in their monthly bill due to this currency valuation then, so their currency valuation claim is moot without substantiated evidence. The January 27 2016 Electricity License gives JPSCo monopoly on transmission and distribution of electricity to its customers.  This License also allows JPSCo to charge paying customers approximately twenty percent (20%) of the losses from electricity theft. JPSCo is responsible for prudent and effective management of the Jamaican electricity system, NOT the paying customers. OUR is to protect the interest of the consumer in relation to the supply of a prescribed utility service.

We petition OUR, The Jamaican Government and JPSCo to reform and ammend the 2016 Electricity License. To encourage competition and eliminate the monopoly JPSCo has in this energy sector and to change the code that allows JPSCo to charge paying customers approximately twenty percent (20%) of losses from electricity theft. Paying customers should not bear any percentage of losses due to electricity theft. This is JPSCo responsibility. If someone robs the grocery store and I go to buy groceries after the robbery the grocery store cannot charge me extra for groceries as a means to cover the losses incurred from the robbery. That's wrong, unjust and unfair. JPSCo cannot be allowed to be above the law with their unfair and unjust charge to customers due to losses incurred from electricity theft. JPSCo needs to solve the theft issue on their own because they are the power company. They should not be able to charge paying customers approximately twenty percent (20%) extra to cover their losses. The monopoly, and unfair and unjust practices must end, and the Electricity License of 2016 needs to be reformed and ammended to reflect these changes.
