Residents are calling for Orangetown, New York municipal authorities to review the current sub-critical TNVR voucher program for a comprehensive humane trapping, spay/neutering and vaccination program for animal welfare and public safety.
For years, our communities have reported, and escalated recurring concerns of the current sub-critical TNVR voucher program throughout all 11 municipalities including up to 3 month wait for a TNVR appointment, no mapping of hot spots, no monitoring of hoarding and neglect cases, no access to trappers, colony control, or public safety through humane TNVR methods despite resident’s many calls for humane safe, time sensitive, accessible, responsive program that yields a positive results metric.
We are asking the responsible officials to conduct a coordinated-with-the-public review of these recurring conditions and their underlying causes, move beyond repeated hollow responses, and clearly communicate findings, risks, short and long-term plans, and mitigation measures to the 11 affected communities that comprise Orangetown.
We are also asking that existing unresolved spay/neuter/vaccination lack of timely appointments, and the coordinated and contracted support agencies and organizations be reviewed for change.
We are asking for:
1. A review of the current sub-critical TNVR voucher program for an efficient effective modest fiscal comprehensive foundational humane trap, spay/neuter and vaccination for humane animal welfare and public safety issues.
2. Durable solutions that address root causes.
3. Review of whether there are more effective municipally contracted agencies, 501c3 organizations, skilled individuals that are better trained with capacity for managing all 11 of Orangetown’s municipalities.
4. Existing unresolved TNVR appointment timing conditions to be addressed.
5. Public sharing of metrics for quarterly number of cats spayed and neutered in the current Orangetown TNVR program.
6. Short and long-term plans for effective humane change, and mitigation measures with the 11 municipalities of Orangetown.
7. Organizing to build a long-term comprehensive plan for a fully functioning trap, neuter/spay/vaccinate, foster and adoption program to accessible to all 11 municipalities of Orangetown.
ORANGETOWN RESIDENT SIGNATURES ONLY
Orangetown residents who support a safer and more accountable municipal program for community cats TNVR program and public safety are encouraged to sign, share, including Facebook communities, friends, independent rescuers, residents, neighbors, families, and other affected community members that live any of the Orangetown NY towns, villages, hamlets.

*Orangetown is comprised of 50,000 inhabitants residing in the villages, defined, unincorporated communities.
Incorporated Villages. These municipalities have their own local village government, leadership, mayor, and board of trustees, though they remain part of the Town of Orangetown: Grand View-on-Hudson, Nyack, Piermont.
These areas do not have separate municipal governments and are governed directly by the Town of Orangetown for general town-wide services, zoning, and planning: Blauvelt, Orangeburg, Palisades, Pearl River, Sparkill, Tappan, Upper Grandview, South Nyack.
PICTURED: "Cowboy", 7 weeks old, rescued by an independent rescuer resident from an elder person's yard where a neighbor was being moved into an assisted living facility and the senior-aged children opened the back door and let their mother's intact cats out after selling the house. The result is a small colony of cats from two cats. A very common case with the current sub-critical program.
