Refine the law on "adequate shelter" for dogs left outside during inclement weather . There needs to be a minimum/ maximum temperature for the outdoor shelter requirement . This blizzard of 2016 people left their dogs outside all night /day saying the 4 plywood walls they called a dog house was enough. Those "dog houses" reach the same sub zero temps as if the dog was just outside without any shelter at all. Help us pass regulations on proper insulation , maintenance and temperate /climate mandates on outdoor dog shelters . No dog should freeze wimpering to death its last days because the law says it meets minimum requirements.
