This petition was created to show support for finding a welcoming and safe place for the unfortunate homeless individuals that occupy the Novato Library property, Lee Gerner Park and the Novato Creek area.  There are two organizations that need to drive this initiative.  The Novato City Council has the authority to pass ordinances that can protect the land adjacent to our creeks.  The Marin Board of Supervisors receives Federal and State money to address homelessness.  Something must be done!

The encampment is impacting the intended functions of this land and causing environmental damage to the creek and surrounding embankment.  Families and individuals are no longer able to take out a book from the library and enjoy the library and park grounds. Walkways through Lee Gerner Park are no longer accessible by Novato residents.  No one is happy, not the residents of the encampment, the resident species of the creek and Novato citizens.

Federal Guidelines state that no camping should be allowed within a few hundred feet of creek banks so that the species that live there are not displaced.  The banks of Novato creek are being terraced for tent sites threatening the endangered Coho Salmon and Steelhead Trout spawning ground. River otters are returning to the creeks of Marin and they too are being threatened by the damage to the riparian banks of Novato Creek. The natural foliage is being trampled and covered with tents.  It is time that both of these organizations work together to find an appropriate place for these individuals so they can live without judgement and without endangering our creeks.

The cities of Oakland, Sacramento, Yuba City CA, Sparks NV, and Eugene OR, have passed strictly enforced city and county ordinances against homeless encampments in public parks, near waterways, schools, public buildings, residences and businesses. Similar ordinances will restore and protect our Novato Library grounds and the Novato Creek in Lee Gerner Park.  

Signing this petition and sending it to your friends and family will encourage the Novato City Council members and the Marin Board of Supervisors to work together to find a more suitable place for this encampment.  A new location and new ordinances will restore the library grounds so our citizens can once again enjoy their library and park while reducing the danger to the creek environments.
