Dear US Government,

We, citizens, social organizations, human rights institutions, and individuals from various countries and regions, jointly call upon you not to invite Hong Kong Special Administrative Region official, John Lee Ka-chiu, to attend the upcoming APEC Leaders' Meeting.

We are deeply concerned that as a Hong Kong official, Lee has repeatedly expressed support for the Chinese government's human rights violations and actively promoted China's human rights abuses in Hong Kong. Additionally,Lee is also one of the human rights violators sanctioned by the US government for serious violations related to the Hong Kong issue.

We believe that inviting Lee to the APEC Leaders' Meeting is not in the interest of democratic countries, nor in line with APEC's principles and objectives, and would harm the effectiveness of the sanctions and the victims of the violations. We urge the US government to uphold human rights values and refuse to invite Lee to the APEC Leaders' Meeting, to demonstrate the US's support for human rights and democracy globally.

We believe that only by safeguarding human rights and respecting democratic values globally can peace, stability, and prosperity be achieved. Allowing Lee to attend the APEC Leaders' Meeting will not only further strengthen China's human rights abuses but also cause serious harm to the global development of human rights and democracy.

Finally, we once again urge the US government not to invite Lee to the APEC Leaders' Meeting and hope that the US government will continue to support the global development of human rights and democracy, making positive contributions to global peace, stability, and prosperity.

我們來自不同國家和地區的公民、社會團體、人權機構和個人，就即將舉行的APEC領袖會議，特此聯署呼籲，要求美國政府不要邀請香港特別行政區李家超出席該會議。

我們深切關注到，李家超作為香港官員時，多次發表支持中國政府侵犯人權的行為，並積極推動中國對香港地區的人權侵權行動。同時，李家超也是受到美國政府制裁的人道罪犯之一，被指控在香港問題上的嚴重侵權行為。

我們認為，邀請李家超出席APEC領袖會議，不符合民主國家利益，也不符合APEC的宗旨和原則，亦會對制裁法案效力及受侵害人士帶來傷害。
我們呼籲美國政府，堅定捍衛人權價值觀，拒絕邀請李家超出席APEC領袖會議，以向全球展示美國對人權和民主的支持。

我們相信，只有在全球范圍內保障人權，尊重民主價值，才能實現和平、穩定和繁榮。讓李家超參加APEC領袖會議，不僅會讓中國政府進一步加強對人權的侵害，也會對全球人權和民主的發展造成嚴重損害。

最後，我們再次敦促美國政府，不要邀請李家超出席APEC領袖會議，並希望美國政府能夠繼續支持全球人權和民主的發展，為全球和平、穩定和繁榮做出積極貢獻。
