A dog should not be put down when its not the dog at fault. Putting it down to save the owner from prosections is a disgrace. The owner made a bad move in allowing these dogs out in a storm a decision he or she has too now live with. Give the dog a chance. Its it natural defence to bite when affraid or if it was brought up that way. Stop killing animals give them a chance to redeem themselves.  This was an avoidable situation and could have been avoided. Storms take trees down and ruin homes and lives.
