What does this piece of paper really do for protection!

My ex violated the restraining order many times. Time after time I called the police, and time after time I was misinformed saying I had to wait until morning to go to the magistrate to file a complaint. Finally, I got the right cop. She told me it was all wrong and there was a 24hour magistrate. What the problem was is no one wanted to help me previously because they didnt think how he was contacting me was threatening enough apparently. It shouldnt matter. When it says no contact, it should be no contact. It clearly says all forms. This man is an addict, manipulator and liar. Mentally and emotionally abused me the entire time we were together and was unfaithful. Not to mention him putting me in a wall. So I finally get the right cop that came, filed the complaint with CMPD and the magistrate as it showed he had someone watching me. They went and put him in Jail. He still continues to make my life hell. My therapist had testfied that the way he treated me had worsened my health. I have Lupus, RA, Fibromyalgia and Degenerative Disc Disease in my entire spine. Stress triggers flares. When I put him in Jail, he bad mouthed me to anyone and everyone that would listen. He hasnt changed his address from the home I kicked him out of and I lost my health insurance because of him. I get all the collection calls and mail for him and after I changed my phone number, they started calling my mom. He sent me flowers and a candle for our wedding anniversary. He took the only car we had in the separtion and I took the furniture that we were paying on. I paid off the furniture while I am out on disability, he remains behind constantly on the car payment. That is the only thing left in both our names. Everything else has been paid off. The car loan company contacted my mother, I called them back. They threatened me with repo, I told them to take it. He already put my credit in the gutter. I havent driven that car that since beginning of April of last year. I get the harrassing calls and so does my mom. They told me today that if they take the car and sell it, I will also be finacially responsible for the remaining balance. Ive tried calling the Charlotte DA, because not only this situation but also he supposedly is getting his arrest dismissed if he attends AA. That day I went to court for his arrest, they told me he would go through a state mandated drug and alcohol rehab program. He is clearly not doing that and of course he is holding back my life from moving on and starting a fresh. I will have to move now I just found out. As much of this being a fresh start will be good, it will also be very costly because of him. And I cant even get a call back from the Charlotte DA after multiple attempts weeks ago and today. So what does this paper really do for me?
