La commune de Morzine-Avoriaz (Haute-Savoie) et la Serma, gestionnaire du domaine skiable d’Avoriaz, ont pour projet la construction d’une retenue collinaire destinée à la production de neige artificielle.

Les travaux, d’un coût prévisionnel total de 8 millions d’euros, devraient débuter à l’automne 2024.

La retenue collinaire est prévue sur le secteur de Seraussaix, à Super-Morzine. L’objectif du projet est de pouvoir assurer l’enneigement artificiel de l’ensemble de cette zone, située sur un versant sud avec une altitude moyenne de 1 675 m.

Le remplissage de la bassine se ferait par pompage de l'eau d'une retenue collinaire déjà existante située à une distance de 3 km (Lac d'Avoriaz 1 730).

Le projet prévoit :

• 92 500 m3 d'eau stockée (soit 37 piscines olympiques) qui s'ajouteraient à la capacité de stockage actuelle de 128 000 m3, permettant de couvrir les besoins en neige artificielle de 47 % du domaine skiable
• Une emprise au sol totale de 3,2 hectares (soit 4,5 terrains de foot) avec destruction de 1,9 hectare de forêt
• L’implantation de 54 enneigeurs nécessitant 8 km de canalisations
• La construction d’une digue de contention de 13 m de haut (soit un immeuble de 4 étages)

Actuellement, les prélèvements en eau sont supérieurs aux apports naturels hivernaux, pour les années les plus sèches. La neige artificielle est de ce fait identifiée comme principal facteur d’assèchement des cours d’eau voisins.

Par ailleurs, ce projet porterait gravement atteinte à la biodiversité locale. La zone d’implantation se trouve à proximité immédiate d’un site Natura 2000 et est répertoriée comme un espace important pour la conservation des oiseaux. 42 espèces ont été identifiées sur le site du projet dont 35 protégées au niveau national. Les études d’impact ne tiennent pas compte de l’installation récente du Gypaète Barbu dans le secteur immédiat de la zone d'implantation de la retenue.

Le dernier rapport de la Cour des comptes de février 2024, affirme que la neige artificielle permet uniquement de "fiabiliser l’enneigement à court terme” et ”qu’elle ne constitue qu’une protection relative et transitoire contre les effets du changement climatique (…). Son coût est en effet important et son efficacité tend à se réduire avec la hausse des températures”. Le rapport poursuit ”les Domaines skiables de France, présentent la production de neige comme un processus vertueux pour le cycle de l’eau dans la mesure où l’eau prélevée revient au milieu naturel au moment de la fonte des neiges. Néanmoins, les effets de la modification du cycle de l’eau et le taux de restitution dans le milieu sont mal connus par les exploitants. (…) De plus, tout prélèvement modifie le cycle de l’eau et a des conséquences sur les milieux naturels.”

Selon les études réalisées, l’enneigement naturel et artificiel de ce secteur après 2050 ne sera pas garanti malgré la construction de cette retenue collinaire. Doit-on investir plusieurs millions d'euros dans un projet ne garantissant pas l’enneigement au-delà des 25 prochaines années ? Ne pourrait-on pas investir dans la transition de nos territoires de montagne ?

Le projet détruirait d’un point de vue paysager une des rares zones de promenade accessible à tous et proche de la station, offrant un panorama exceptionnel sur les montagnes alentours et les Alpes du Nord.

Enfin, le projet a été porté par les parties prenantes sans débat public.

L'EAU EST UN BIEN COMMUN ET PUBLIC, VITAL POUR TOUS LES ÊTRES VIVANTS, MAIS AUSSI POUR L'ENSEMBLE DES ÉCOSYSTÈMES. NOUS, COLLECTIF CITOYEN EN VALLÉE D'AULPS, NE POUVONS ACCEPTER QUE CETTE RESSOURCE SOIT DÉTOURNÉE POUR UN USAGE PRIVÉ ET COMMERCIAL.

L’appauvrissement de la ressource en eau, la fragilisation de la biodiversité et la destruction des espaces de montagne sont irréversibles.

“No to the Super-Morzine reservoir”

The municipality of Morzine-Avoriaz (Haute-Savoie) and the SERMA, the company that manages the Avoriaz ski area, are planning to build a reservoir to produce artificial snow.

Work on this project, the estimated cost of which is 8 million euros, is scheduled to start in autumn 2024.

The reservoir is planned for the Seraussaix sector of Super-Morzine. The aim of the project is to provide artificial snowmaking for the entire area, which is located on a southern slope with an average altitude of 1,675 m.

The reservoir would be filled by pumping water from an existing hill reservoir located 3 km away (the Avoriaz lake, at 1730m altitude).

The project will :

• Add 92,500 m3 of stored water (equivalent to 37 Olympic-size swimming pools) to the current storage capacity of 128,000 m3, to cover the snowmaking needs of 47% of the ski area.
• Have a total footprint of 3.2 hectares (equivalent to 4.5 soccer pitches) and destroy 1.9 hectares of forest.
• Need 54 new snow cannons requiring 8 km of water pipes.
• Require the construction of a 13 m-high dam wall (equivalent to the height of a 4 storey building). 

At present, water abstraction exceeds the natural winter supply in the driest years. Artificial snowmaking is therefore identified as the main factor contributing to the drying-up of nearby water ways.

What’s more, this project would also seriously damage local biodiversity. The planned dam is right next to a Natura 2000 site which is listed as an important area for bird conservation. 42 species have been identified on the project site itself, 35 of which are protected at a national level. The project’s impact studies have not considered the recent settlement of bearded vultures in the immediate vicinity of the reservoir.

The latest Cour des Comptes (national auditors )report, published in February 2024, states that artificial snow is only “a short term solution to covering ski slopes with snow” and that it only provides a relative and transitory solution to the effects of climate change. (…) Its cost is significant, and its effectiveness tends to reduce as temperatures rise”. The report goes on to say that “France’s ski resorts present snow production as virtuous for the water cycle, in so far as the water extracted is returned to its natural environment when the snow melts. Nevertheless, the effects of the changes to the water cycle and the rate of return to the environment are poorly understood by ski resorts’ management teams. Furthermore, any abstraction modifies the water cycle and has consequences for the natural environment”.

According to studies carried out, natural and artificial snow cover in this area after 2050 cannot be guaranteed despite the construction of the reservoir. Should we invest several million euros in a project that does not guarantee snow cover beyond the next 25 years? Shouldn’t we instead be investing in the ecological transition of our mountain regions ? 

Another point in question is that the project would destroy one of the few walking areas accessible to all and close to the resort, offering an exceptional panoramic view of the surrounding mountains and the northern Alps.

Finally, the project has been carried forward by the stakeholders without any public debate.

WATER IS A COMMON AND PUBLIC ASSET, VITAL TO ALL LIVING BEINGS AND TO ALL ECOSYSTEMS. WE, THE COLLECTIF CITOYEN EN VALLÉE D'AULPS, CANNOT ACCEPT THAT THIS RESOURCE SHOULD BE DIVERTED FOR PRIVATE AND COMMERCIAL USE.

The depletion of water resources, the weakening of biodiversity and the destruction of mountain areas are all irreversible.
