SAVE OUR COMMUNITY – AGAINST THE ‘EL CAMINO REAL ASSISTED LIVING’
The Issue
We are asking for support to petition AGAINST the proposed El Camino Real Assisted Living Development, 3-story structure, 105,568 square-foot, and 40ft tall, which would greatly impact our community. The developer is proposing to build this structure covering 70% of the land that is 3.97 acres, yet only 2.29 acres is usable because of sensitive lands. Big development is trying to change the zoning for this parcel from Agriculture (AR 1-1) to Commercial use, which sits LANDLOCKED in the middle of an ecological reserve, active wildlife, and a very high risk fire zone.
This proposed development is NOT CONSISTENT with the Community Plan and goes against the current codes. The future development plan for our area strictly restricts commercial use in an express effort to protect these sensitive natural habitats of the San Dieguito River Valley. Because of this, the planners of our development wisely set aside other areas of Carmel Valley more suitable for retail services, office space, and other commercial services such as this assisted living development.
There will be CUMULATIVE impacts with TRAFFIC and SAFETY, considering the additional three buildings that the Church is approved to build along with this MASSIVE proposed facility. This proposed structure shares one driveway, SAME entrance/exit, to El Camino Real, which is on a BLIND CURVE. This development would propose many dangers and risks for our community that would impact anyone who travels along this road, including bicyclists.
There's only one way to enter/exit this proposed development, if traveling from the South of El Camino Real, otherwise you would need to do a U-turn at Sea Country Ln and El Camino Real to get to this property. This would propose a problem for emergency vehicles to access this Assisted Living Facility, especially during high traffic times when cars are bumper to bumper along this road. Again this parcel is LANDLOCKED, not easily accessible.
This parcel of land was NEVER intended to be used for commercial development as the surrounding areas are natural ecological and part of the parcel stretches into the protected Gonzales Canyon Open Space Park. The sensitive canyon and land also sits a VERY HIGH FIRE RISK zone, that would present multiple dangers for a development that's also not easily accessible.
