I would like to thank all who signed Petition I3-N3 or passed information about its existence to others.
The slow growth of support for Petition I3-N3 indicates that I’ve failed to explain clearly the purpose of Petition I3-N3 and the importance of the Alternative Report (“the AR”). I do hope that the additional information provided within this UPDATE would improve the current status quo.
Petition I3-N3
Petition I3-N3 is addressed to the Governor-General (“GG”) aiming to move him to commission Igor Grabovsky (me) to write the AR – it is the OBVIOUS purpose for a petition. The chances that the GG will be moved by Petition I3-N3 are negligent, but this step (praying to the GG) is necessary as part of a legal/constitutional procedure that must be followed to achieve a desired result.
However, it is important to understand that Petition I3-N3 is not just a prayer to the GG, but it serves more than one purpose.
THE SECOND purpose of Petition I3-N3, which contrary to the OBVIOUS purpose has a more practical and effective application, is to create a network of supporters which could (and will) be used for independent dissemination of the AR in an anticipated event of the GG impotence. Here, where the number of supporters becomes a crucial factor for the success of a petition.
THE THIRD purpose of Petition I3-N3 is to create a pool of potential users of the AR as a powerful instrument in a complaint/litigation against the Commonwealth or State officials and authorities, who willfully failed their statutory duties owed to the Australian people.
Alternative Report
At the heart of the AR lays a real litigation that is used as a reference case (a “reference case” must not be confused with “legal authorities/juristic precedents” currently used in our judicial system).
The AR contains information and practical measures that could be universally applied to any matter where the Commonwealth or State officials and authorities have failed their statutory duties owed to the Australian people.
For example, it will be useful and instrumental for the petitions originated by:
Jane Seaholme in her endeavour to move the aged care and health authorities to take proper measures insuring that the aged care service providers employ personnel in appropriate numbers and qualification;
or for
Vasant Wagh in his protracted battle with the Australia Post management;
or for
Phillip Adams in his admirable effort to save our fellow Australian (Julian Assange) from the obviously rigged and predictably prejudice prosecution;
or for
Ken Carrol in his fight against corruption and fraud in our public service system,
or for
ABC, News Limited, or any other media entity, in their disagreement with the government about the role and protection of diligent journalists (the current decision of the High Court for News Limited journalist does not provide a solution),
the list could go on and on.
The AR will be a sizable document (150-200 pages) upon its completion and it will contain information that could not be obtained from any other sources. That information is instructive and instrumental for any complainant/litigant in his/her/their crusade against unscrupulous officials and authorities.
I’d like to reiterate that the Alternative Report could be used in any case, where the Commonwealth or State officials and authorities have failed their statutory duties owed to the Australian people.
I am pleading with all readers to sign and follow up Petition I3-N3 to ensure nationwide distribution of the Alternative Report with or without the help of the Governor General.
