No New Wastewater Discharge on the Edisto River without a Public Hearing!


The Saluda County Water and Sewer Authority (SCWSA) has applied for a permit to construct a wastewater disposal pipeline to export wastewater to the Batesburg-Leesville Wastewater Treatment Plant for disposal into the headwater creeks feeding the North Edisto River.

Serious questions have been raised about the net effect on these fragile waterways. Ann Clark, director of the DHEC Permitting Division that could issue the permit, indicates that a decision to issue the permit could be reached in a matter of a few weeks without a public hearing on negative effects to the River.

The Board of Directors of Friends of the Edisto (FRED) has voted unanimously to oppose this plan which would substantially increase disposal of wastewater pumped from outside the Edisto River basin and into the headwaters of the North Edisto River.

FRED feels strongly that DHEC should not grant this permit without an opportunity for input from the public.

Please join FRED and sign this petition to ask DHEC to hold a public hearing before considering this action to issue this permit. Your opinion could help convince key decision-makers at DHEC that a hearing should be conducted.

Re: Application of Saluda County Water and Sewer Authority for a permit to construct a sewer connection line from the Saluda County Authority system to the Batesburg Leesville Waste Water Treatment Plant

I have recently learned that the South Carolina Department of Health and Environmental Control (DHEC) has received an application for the construction of a wastewater pipeline from the Saluda County Water and Sewer Authority system to the waste water treatment plant at Batesburg-Leesville. This connection would send an additional one million gallons per day of wastewater into the North Edisto River via Duncan Creek and Chinquapin Creek.

I am writing to let you know I oppose any permit allowing the construction of this wastewater pipeline between the Saluda County system and the Batesburg-Leesville wastewater treatment plant. Further, I am opposed to any additional permits that would allow sending additional wastewater to the Batesburg-Leesville wastewater treatment plant resulting in the additional discharge of wastewater into the Edisto River.

I am requesting that a formal public hearing be held concerning this connection before a permit may be issued for this contemplated facility. Any additional wastewater that is sent into the Edisto River will cause significant and recognizable damage to the River.

The Edisto River basin is a beautiful natural resource that I use and enjoy and I am one of many who feel this proposal would be harmful to the people and the environment of the Edisto River basin. I feel that the people impacted by this proposal should have the opportunity to review the details of the proposal and submit comments in a public forum. Under the South Carolina Freedom of Information Act, I ask that the Department of Health and Environmental Control provide me with a copy of any decision to grant the requested permit to my listed address.
