There should be law global no kill animal shelters globally.  the reason they have no voice,but are very loving and good for humans emotions,keep them content.  Animals not being adopted still keep doggie foster homes going and hire more dog foster parents paying certain special wage.  With free dogfood and things they need for dog.  Also If there taking care handicapped pet should be grants given for doggie special foster parent. People should take a class before caring for animals and be fingerprinted.  Have a doggie foster parent licence with great pay.  people working in animal shelters should be evaulated before woring join animal class.  A change should be done no animal deserve to die,they are us too they just dont talk,it is not fair that If not adopted they get killed. All this land In the world we need no kill santuary like Las Vegas does. I been there It was nice.  More jobs could open more foster,more santuarys open.  WE need to petition this raise has much money and yes to live program for animals.  Opening more foster doggie homes with better pay.  i love animals they are great pet kids to have I treat mines good will never hurt my animals.  Why they are gifts from god to love us too...
