   We, the undersigned of the greater Altadena community, respectfully petition LA County 5th District Supervisor Kathryn Barger to instruct 5th District Regional Planning Commissioner Pat Modugno to NOT approve the proposal of Affirmed Housing Group to construct a 96-unit studio and one bedroom apartment building at 2439-2445 Lincoln Ave.

   This project will negatively affect the health and welfare of our community and is inconsistent with the height and density portion of the Altadena Community Standards District (CSD). We oppose this planned project for the following reasons: 

1. The proposed building is 5 stories -over 64 feet high- is far too tall for the neighborhood scale exceeding the height of Altadena CSD. Current standards are 35ft maximum.

2. There is insufficient parking. With about 30 spaces at-grade with no underground parking for the 96 -120 residents and staff, this will cause additional traffic and congestion in the area.  

3.  Questions remain as to what happens to the property and its supportive services after 15 years when the developer either sells or refinances the property. The situation after that time is unclear, with vague assurances that building maintenance and housing services will continue.

4. We have concerns regarding the hazmat condition at the proposed site. This site is a former gas station. Has the site been cleaned? Are there still tanks on the property? What about dust kicked up during construction? Safe?

 
Supervisor Kathryn Barger, Regional Planning Commissioner Modugno and LA County Department of Regional Planning are not required to approve an application simply because it meets technical requirements when it is demonstrated that its fulfillment will unreasonably diminish the quality of life in the neighborhood. The “lower-income housing incentives” should not be utilized to profit developers to the detriment of residents. Any development should enhance resident's lives, not merely the developer’s wallet. This project falls far short of enhancing or adding to the quality of life to the residents of Altadena.

We petition against the construction of this project at Lincoln Ave / Figueroa St. in Altadena CA. for the reasons listed above.
