'No confidence' in Cllr Nishigaki - Evesham Town Council
The Issue
Petition calling for the resignation of Councillor Emma Nishigaki and for Evesham Town Council to bring a motion of No Confidence

We the undersigned, call for Councillor Emma Nishigaki of Evesham Town Council to resign due to her failure to uphold the ethical standards expected of elected politicians in public life.
We also call for Evesham Town Council to bring forward and debate a formal motion of no confidence in Councillor Emma Nishigaki.
This request follows documented findings concerning her conduct, the formal censure subsequently issued by Evesham Town Council in 2025, and continuing public concern as to whether the standards reasonably expected of an elected representative are being adhered to.
The role of a councillor is to serve and represent their community with integrity, respect, accountability and sound judgement. Whatever their political views or personal disagreements, residents should be able to expect elected representatives to conduct themselves in a manner that maintains public confidence in both their office and the council they represent.
They are also expected to adhere to the seven Nolan principles, which are ethical standards expected of all public office holders: selflessness, integrity, objectivity, accountability, openness, honesty and leadership.
Established Code of Conduct breaches
In May 2025, following complaints from three members of the public, an investigation conducted through Wychavon District Council’s Code of Conduct process concluded that Councillor Nishigaki had breached the Councillor Code of Conduct in several respects.
The matters investigated included requirements relating to respect, confidentiality, bringing the office or authority into disrepute, malicious communications and online bullying/intimidation.
Evesham Town Council subsequently considered those findings and, on 9 June 2025, imposed sanctions arising from the recommendations of the investigation, including a formal censure.
The seriousness of the matter was such that the council published both information concerning the investigation and its formal response.
Recommendations following the findings also included training relating to the Councillor Code of Conduct, social media use and communication skills.
Continuing concerns about conduct and social media
Of particular concern is the continued use of social media Facebook Lives in circumstances that raise legitimate questions about whether the lessons arising from those findings have been learned.
In August 2026, the Evesham Observer reported allegations concerning an altercation with a fellow councillor following a town council meeting and Councillor Nishigaki’s subsequent use of Facebook Live as witnessed by several people.
The newspaper reported that Councillor Nishigaki broadcast on Facebook Live for approximately two and a half hours and became involved in a hostile exchange with a member of the public, culminating in a crude and highly personal remark.
We recognise that these more recent incidents have not yet been formally determined to constitute additional breaches of the Code of Conduct. This petition does not seek to prejudge any complaint or investigation arising from them.
But the question facing residents is now broader than any single incident.
This is not about political disagreement, personality or one isolated lapse of judgement.
It is about standards in public office.
It is about whether repeated conduct that has caused concern among members of the public, fellow councillors and the council itself is consistent with the responsibilities entrusted to an elected councillor.
And ultimately, it is about public confidence.
Evesham deserves high standards from its elected representatives
Evesham residents deserve councillors who can represent the town positively, engage constructively with members of the public, treat others with respect, work collaboratively and help maintain confidence in local government.
We therefore believe Evesham Town Council should answer one clear question publicly:
In light of the established Code of Conduct breach findings, the formal censure already issued by Evesham Town Council, and the continuing concerns surrounding Councillor Nishigaki’s public and online conduct, does the council retain confidence in her as one of its elected representatives?
What we are asking Evesham Town Council to do
We call upon members of Evesham Town Council to:
Bring forward a formal motion of no confidence in Councillor Emma Nishigaki for debate at a meeting of the Full Council, and formally record and publish the outcome of that vote.
We recognise that, under the current system governing elected councillors in England, a vote of no confidence would not itself remove Councillor Nishigaki from elected office.
The purpose of this petition is to provide Evesham Town Council with the opportunity to debate the matter openly and allow each councillor to state publicly whether, in light of the documented history and continuing concerns, they retain confidence in Councillor Nishigaki.
Public office comes with public responsibility.
Where confidence has been damaged, accountability matters.
If you believe Evesham’s elected representatives should uphold high standards of conduct, and that the council should now publicly determine whether it retains confidence in Councillor Emma Nishigaki, please sign this petition.
