Aiutateci a fermare un progetto che deturperà il futuro della nostra bellissima vallata nelle Alpi Carniche! La nostra Vale del But offre un ambiente incontaminato e una biodiversità unica in Europa, degna di essere salvaguardata.

La Societa' Italiana per l'Oleodotto Transalpino S.I.O.T, che fa parte del gruppo di società TAL (https://www.tal-oil.com/en che trasporta petrolio da Trieste in Germania tramite una pipeline transfrontaliera, ha deciso di costruire una centrale a gas metano per generare energia elettrica a scopo puramente speculativo. Sorgerà tra i comuni di Paluzza e Cercivento nella nostra Vale del But, con due camini alti 15 metri.

Questo impianto emetterà nell'ambiente tonnellate di ossidi di azoto, monossido di carbonio, microparticolati ed altri inquinanti causa di malattie respiratorie e cardiovascolari e di ingenti danni ambientali (es. piogge acide).

Alla luce di queste premesse e delle evidenti criticità climatiche a livello planetario (ricordiamo che il metano e i suoi sottoprodotti sono gas serra), non possiamo permettere a questa societa’ (di cui gli azionisti maggioritari sono majors del settore petrolifero come OMV, EXXONMOBIL, SHELL, TOTAL, vedi https://en.wikipedia.org/wiki/Transalpine_Pipeline ) di impiantare la struttura costringendo la popolazione a vedere la vallata distrutta e a rischiare la salute.

Investire oggi in un impianto a combustibili fossili significa doversi prendere la responsabilità di costruire una struttura che NON rispetterà gli accordi internazionali sulle emissioni climalteranti (Green Deal, Clean Energy Package, Accordi di Parigi), malgrado questi programmi prevedano emissioni ZERO entro il 2050. Non adeguarsi a ciò significa condannare le generazioni presenti e future ad un cambiamento climatico fuori controllo.

Chiediamo quindi:

PETIZIONE CONTRO

L'INSEDIAMENTO S.I.O.T. DI UN IMPIANTO CON DUE GRUPPI DI COGENERAZIONE PER LA PRODUZIONE DI ENERGIA ELETTRICADA FONTI FOSSILI (METANO) DI POTENZA NOMINALE DI 7,7 MW, DI POTENZA TERMICA NOMINALE DI 17,1 MWt E DELLE RELATIVE OPERE E INFRASTRUTTURE CONNESSE.

I sottoscritti cittadini,

premesso che

-è prevista la costruzione e l'esercizio, per 15 anni (rinnovabili), nell'area della stazione di pompaggio S.I.O.T. di Casteons di Paluzza e nel territorio del comune di Cercivento di un impianto con due gruppi di cogenerazione che attraverso due camini alti 15 e 16 m emetterà nell'aria POLVERI SOTTILI E GAS COMPOSTI DA ANIDRIDE CARBONICA, ANIDRIDE SOLFOROSA E OSSIDI DI AZOTO;

 

considerato che

-la valle del But si sviluppa da sud a nord, lunga e stretta e porta le correnti adriatiche a scaricarsi soprattutto sul territorio dell'alto But sbarrato a nord dalle Alpi, e tale conformazione determina la ricaduta di tutte le emissioni inquinanti prodotte proprio in corrispondenza del territorio di Paluzza e Cercivento ;

-nella valle esistono già due impianti di cogenerazione a biomasse (Arta Terme e Sutrio) ai quali si aggiunge l'impianto di cogenerazione della Cartiera di Tolmezzo e un nuovo impianto a biomassa che la Comunità di Montagna della Carnia intende costruire a breve;

-a monte di Paluzza la gran parte del territorio ricade per lo più in ambiti di tutela ambientale (ZPS-SIC Rete Natura 2000 delle Alpi Carniche, Parco Comunale del Monte Terzo)

sottolineato che

-dal 1907 la politica energetica locale portata avanti dalla SECAB (Società Elettrica Cooperativa Alto But) si basa esclusivamente sull'utilizzo di fonti rinnovabili;

nella convinzione che

-la sommatoria di tutte le emissioni inquinanti relative agli impianti preesistenti nella Val But e nella conca tolmezzina viene a scaricarsi soprattutto nell'Alto But;

ritenuto che

-le stesse polveri sottili e i fumi prodotti dall'impianto ricadranno sui terreni circostanti con conseguente inquinamento di orti, campi e pascoli ed inevitabili ripercussioni negative sui prodotti agricoli e sulla salute di noi consumatori locali; 

tutto ciò premesso chiedono

-che venga debitamente analizzato l'effetto accumulo del carico inquinante complessivo e non solamente quello relativo al progetto S.I.O.T.;

-che venga promossa la verifica di assoggettabilità alla VIA e in seguito avviata la proceduta di VIA per tale progetto;

-che in ultima istanza si faccia ricorso al TAR per le ragioni in premessa;

chiedono inoltre

-che i nostri rappresentanti politici e istituzionali si facciano interpreti delle richieste della popolazione locale; in primis i Sindaci locali, la Comunità di Montagna della Carnia, il presidente del Consiglio Regionale, i Consiglieri Regionali e i Rappresentanti Parlamentari.

Help us stop a project that will disfigure the future of our beautiful valley in the Carnic Alps! Our Vale del But offers an unspoilt environment and a biodiversity unique in Europe, this needs to be protected!

The Italian company for the Transalpine Pipeline S.I.O.T, which is part of the TAL group of companies (https://www.tal-oil.com/en which transports oil from Trieste to Germany via a cross-border pipeline, has decided to build a methane gas power plant to generate electricity for purely speculative purposes. It will rise between the municipalities of Paluzza and Cercivento in our Vale del But, with two 15-metre high chimneys.

This plant will emit tons of nitrogen oxides, carbon monoxide, microparticulates and other pollutants into the environment, causing respiratory and cardiovascular diseases and extensive environmental damage (e.g. acid rain).

In the light of this and the obvious critical climatic issues at planetary level (remember that methane and its by-products are greenhouse gases), we cannot allow this company (whose majority shareholders are oil majors such as OMV, EXXONMOBIL, SHELL, TOTAL, see https://en.wikipedia.org/wiki/Transalpine_Pipeline ) to set up the facility, forcing the population to see their valley destroyed and their health at risk.

Investing in a fossil fuel plant today means having to take responsibility for building a facility that will NOT comply with international agreements on climate-change(Green Deal, Clean Energy Package, Paris Accords), despite the fact that these programmes call for ZERO emissions by 2050. Failure to comply means condemning present and future generations to climate change out of control.

We therefore ask

PETITION AGAINST:

S.I.O.T. (TRANSALPINE PIPELINE) PLANS THE ESTABLISHMENT OF A POWERPLANT WITH TWO COGENERATION GROUPS FOR THE PRODUCTION OF ELECTRICAL ENERGY FROM FOSSIL SOURCES (METHANE) WITH A NOMINAL POWER OF 7.7 MW, A NOMINAL HEATING POWER OF 17.1 MWt AND THE RELATED WORKS AND INFRASTRUCTURES.

The undersigned citizens file this petition with the following requests:

WHEREAS

-it is planned to construct and operate for at least 15 years (to be extended), in the area of the S.I.O.T. pumping station in Casteons di Paluzza and in the municipality of Cercivento, a plant with two cogeneration units which, via two chimneys 15 and 16 m high, will emit into the air SMOKE AND GASES COMPOSED OF CARBON DIOXIDE, SULPHUR DIOXIDE AND NITROGEN OXIDES

considering that

-the But valley runs from south to north, long and narrow, and leads the Adriatic currents to discharge mainly on the territory of Upper But, which is barred to the north by the Alps, and this conformation determines the fallout of all the polluting emissions produced precisely in the area of Paluzza and Cercivento

-two biomass cogeneration plants already exist in the valley (Arta Terme and Sutrio), to which must be added the cogeneration plant at the Tolmezzo paper mill and a new biomass plant that the Carnia Mountain Community intends to build shortly;

-upstream of Paluzza, most of the territory falls within environmental protection areas (ZPS-SIC Natura 2000 Network of the Carnic Alps, Monte Terzo Municipal Park)

pointed out that

-since 1907 the local energy policy pursued by SECAB (Società Elettrica Cooperativa Alto But) has been based exclusively on the use of renewable sources

in the belief that

-the sum total of all polluting emissions relating to pre-existing plants in the But Valley and the Tolmezzo basin is discharged above all in Alto But

considering that

-the same fine particulates and fumes produced by the plant will fall on the surrounding land, with consequent pollution of kitchen gardens, fields and pastures and inevitable negative repercussions on agricultural produce and the health of local consumers; 

In view of the above, they call for

-that the accumulation effect of the overall pollutant load be duly analysed and not only that relating to the S.I.O.T. project

-that an assessment of the project's compatibility with the Environmental Impact Assessment (EIA) has to be carried out and that the EIA procedure has to be initiated for this project;

-that, as a last resort, an appeal be lodged with the Regional Administrative Court for the above reasons;

they also request

-that our political and institutional representatives interpret the demands of the local population; first and foremost the local mayors, the Carnia Mountain Community, the President of the Regional Council, the Regional Councillors and the Parliamentary Representatives.

Helfen Sie uns, ein Projekt zu stoppen, das die Zukunft unseres schönen Tals in den Karnischen Alpen verunstalten wird! Unser Vale del But bietet eine unberührte Umwelt und eine in Europa einzigartige Artenvielfalt, dass soll so bleiben!

Die italienische Gesellschaft für die Transalpine Pipeline S.I.O.T., die zur Unternehmensgruppe TAL (https://www.tal-oil.com/en gehört und Erdöl über eine grenzüberschreitende Pipeline von Triest nach Deutschland transportiert, hat beschlossen, aus rein spekulativen Gründen ein Methangaskraftwerk zur Stromerzeugung zu bauen. Er wird sich zwischen den Gemeinden Paluzza und Cercivento in unserem Vale del But mit zwei 15 Meter hohen Schornsteinen erheben.

Diese Anlage wird tonnenweise Stickoxide, Kohlenmonoxid, Mikropartikel und andere Schadstoffe in die Umwelt ausstoßen, was zu Atemwegs- und Herz-Kreislauf-Erkrankungen sowie zu erheblichen Umweltschäden (z. B. saurer Regen) führt.

Angesichts dieser Prämissen und der offensichtlichen kritischen Klimaproblematik auf globaler Ebene (Methan und seine Nebenprodukte sind Treibhausgase) können wir nicht zulassen, dass dieses Unternehmen (dessen Hauptaktionäre Ölkonzerne wie OMV, EXXONMOBIL, SHELL, TOTAL sind, siehe https://en.wikipedia.org/wiki/Transalpine_Pipeline ) die Gaskraftwerke errichtet und die Bevölkerung zwingt, ihr Tal zerstört und ihre Gesundheit gefährdet zu sehen.

Wer heute in ein Kraftwerk für fossile Brennstoffe investiert, muss die Verantwortung für den Bau einer Anlage übernehmen, die NICHT den internationalen Vereinbarungen über klimaschädliche Emissionen entspricht (Green Deal, Clean Energy Package, Pariser Abkommen), obwohl diese Programme NULL Emissionen bis 2050 vorsehen. Die Nichteinhaltung der Vorschriften bedeutet, dass heutige und künftige Generationen zu einem unkontrollierten Klimawandel mit entsprechenden Folgen für Gesundheit und Natur verurteilt werden.

MIT EINER PETITION:

DIE S.I.O.T. AG PLANT DIE ERRICHTUNG EINER ANLAGE MIT ZWEI COGENERATIONSGRUPPEN ZUR ERZEUGUNG VON ELEKTRISCHER ENERGIE AUS FOSSILEN QUELLEN (METHAN) MIT EINER NOMINALLEISTUNG VON 7,7 MW, EINER NOMINALEN HEIZLEISTUNG VON 17,1 MWt UND DEN ZUSÄTZLICHEN WERKEN UND INFRASTRUKTUREN.

 

-Es ist geplant, im Bereich der S.I.O.T.-Pumpstation von Casteons di Paluzza und in der Gemeinde Cercivento eine Anlage mit zwei Methangas betriebene Blockheizkraftwerken zu errichten und 15 Jahre lang zu betreiben (erneuerbar), die über zwei Schornsteine mit einer Höhe von 15 und 16 m Rauch und Gase in die Luft abgeben, welche sich aus KOHLENDIOXID, SCHWEFELDIOXID UND STICKSTOFFOXIDEN zusammensetzen

wenn man bedenkt, dass

-das But-Tal von Süden nach Norden verläuft, es ist lang und schmal und dies führt dazu, dass die adriatischen Luftsströme hauptsächlich in das Gebiet des Oberen But einfließen, das im Norden von den Alpen abgeschirmt wird, und diese Beschaffenheit bestimmt den Niederschlag aller Schadstoffemissionen, die gerade im Gebiet von Paluzza und Cercivento entstehen!

Im Tal gibt es bereits zwei Biomasse-Kraft-Wärme-Kopplungsanlagen (Arta Terme und Sutrio), zu denen noch die Kraft-Wärme-Kopplungsanlage der Papierfabrik Tolmezzo und eine neue Biomasseanlage hinzukommen, die in Kürze gebaut wirdl;

-flussaufwärts von Paluzza ist ein wichtiges Naturschutzgebieten (ZPS-SIC Natura 2000 Netzwerk der Karnischen Alpen, Gemeindepark Monte Terzo)

 

Die Summe aller Schadstoffemissionen der bereits bestehenden Anlagen im But-Tal und im Tolmezzo-Becken wird vor allem in Alto But eingeleitet.

wenn man bedenkt, dass

-Die von der Anlage erzeugten Feinstaubpartikel und Abgase auf die umliegenden Flächen fallen werden, was zu einer Verschmutzung von Gemüsegärten, Feldern und Weiden führt und sich zwangsläufig negativ auf die landwirtschaftlichen Erzeugnisse und die Gesundheit der Bürger vor Ort auswirkt; 

In Anbetracht der vorstehenden Ausführungen fordern wir

-dass der Akkumulationseffekt der gesamten Schadstoffbelastung ordnungsgemäß analysiert wird und nicht nur derjenige, der sich auf das S.I.O.T.-Projekt bezieht

-dass eine Umweltverträglichkeitsprüfung (UVP) des Projekts durchgeführt und anschließend das UVP-Verfahren für dieses Projekt eingeleitet wird;

-dass als letztes Mittel aus den oben genannten Gründen Berufung beim Landesverwaltungsgericht eingelegt wird;

Wir fordern auch

-dass unsere politischen und institutionellen Vertreter sich für die Forderungen der lokalen Bevölkerung stark machen; in erster Linie die Bürgermeister, die Karnische Gebirgsgemeinschaft, der Präsident des Regionalrats und die Regionalräte und die Parlamentsabgeordneten.
