Every citizen of India who is using a private vehicle should have an option to get his/her vehicle inspected for fitness on the verge of completion of 15 years. All BS3 and BS4 vehicles, if maintained properly, can produce negligible pollution and one should have the option to get the vehicle inspected and get it certified fit rather than forcefully selling it off like junk or scrap. Even a new vehicle less than 3 years old can pollute if not maintained properly. So we should be focussing on strict fitness inspection rather than bulk vehicle scrapping. Not everyone has that kind of wealth to buy a new car just like that. We have people using their cars over 10 to 15 years and yet their odo readings are less than 60k. This vehicle scrap policy needs to be scrapped off itself. Decently maintained and non polluting cars should be able to ply the roads irrespective of the age.
