Even without a Mission Mode, Mario Kart 9 should have some sort of mode for bosses. If this does happen then I don't think the bosses should at all be only from a Specific Game, but a good amount of Familiar Mario Characters similar to the Recent Mario Party Games, like I have pictured here: http://aminoapps.com/p/x13jdo
