The image is familiar. An animal is chained up in the yard, it's world confined to a ten foot circle. While this may be acceptable for a small amount of time, too many innocent animals spend their lives like this. Not only does it make their lives miserable, but it tends to make them anxious and in turn, aggressive. Irresponsible owners keep these animals chained, exposed to the elements at all times, and it's time to hold them accountable.
