Dear XXXX,Last Thursday, the House of Commons debated the future of the Transforming Care programme.I (INSERT/DELETE: am very disappointed that you were unable to be/am pleased you were) in the chamber representing your constituent, my family and the many other families who have experienced loved ones with a learning disability and/or autism being institutionalised in settings that deliver poor outcomes, where they are at risk of over medication, and physical restraint, and are often long distances from their families and communitiesThe MPs present highlighted the worrying and unacceptable lack of progress of the 3 year Transforming Care Programme which has only eight months remaining. The programme has a twin target of closing between 35-50% of inpatient beds for people with a learning disability and/or autism and developing the right community based support as robust alternatives. There has been little change in the number of people in institutions since the start of the programme, with many people remaining in institutions. Worryingly the number of children in these places has more than doubled since the programme began and there is no evidence that the new community services required are in place.The Minister’s response did little to provide assurance that theses twin targets will be achieved. Despite repeated calls for continued commitment to the objectives in the Transforming Care Programme, there was no indication of Government plans to continue this work after the current programme ends in March 2019. It is crucial that NHS England and the Government commit to a new and improved programme that learns from the failures of Transforming Care. Any new programme must focus on investment in community support and services and early intervention to ensure people with learning disability and/ or autism can be supported locally. This will enable people who are in inpatient provision inappropriately to be discharged into their local community with the right support and services. It is crucial that you take action now to help make sure this happens.Please read the debate here for further information and we would like to meet with you at one of your surgeries to discuss this issue and what you can do to ensure people with a learning disability and/or autism (YOU MAY WISH TO INSERT: ‘like my family member’, and give further detail about their experience) are not shut away out of sight and out of mind but can have a fulfilling life in the community close to their loved ones.I look forward to hearing from you.
