Mark Q.11 Answer 1 & 4 on the June 2017 Geometry Regents as correct

Mark Q.11 Answer 1 & 4 on the June 2017 Geometry Regents as correct
The Issue
On the June 2017 Geometry regents exam, question 11 asks:
Which set of statements would describe a parallelogram that can always be classified as a rhombus?
I. Diagonals are perpendicular bisectors of each other.
II. Diagonals bisect the angles from which they are drawn.
III. Diagonals form four congruent isosceles right triangles.
(1) I and II (3) II and III
(2) I and III (4) I, II, and III
The score sheet has answer 4 as correct.
This question is confusing because statement III only applies to a rhombus square but it does not always apply to the rhombus.
So, while answer (4) is technically correct, using the word 'always' makes the intent of this question confusing and would lead many students to choose answer (1).
We ask that both answer 1 and 4 be scored correct.
