The Issue

CASE UPDATE — October 14, 2026

According to ABC7 New York and Gothamist, Angel Carrasco appeared by video from a hospital bed for arraignment in Bronx Criminal Court on October 14. He faces charges including murder and attempted murder in connection with Nathaly Ramirez’s death and the injuries to their infant daughter.

ABC7 reports that Judge Cary Fischer ordered Carrasco held in custody and issued an order of protection prohibiting contact with his daughter. His next court appearance is scheduled for November 4, 2026. Gothamist reports that he did not enter a plea at this appearance.

An arraignment is not a conviction. The charges remain allegations, and Carrasco is presumed innocent unless and until proven guilty. Our call for legislative hearings remains separate from the court’s determination of this case.

ORIGINAL PETITION

My wife, Lisi Soto, was Nathaly Ramirez’s high school classmate. We hoped to reconnect with Nathaly and invite her to become our Consultation Director. We now want to honor her memory through peaceful civic action.

Nathaly’s death has prompted this call for legislative review. News reports describe a fatal balcony incident in the Bronx on October 6, 2026, and a subsequent arrest. Allegations must be resolved through due process; we do not claim anyone has been convicted.

We ask the New York State Legislature to hold public hearings on NOVANAT LAW, a proposed Nathaly Ramirez Memorial Act addressing intentional killings caused by forcing someone to fall from a balcony, rooftop, window, stairwell, bridge, or other elevated structure more than one story high.

We ask lawmakers to define the offense precisely, preserve lawful defenses, require proof beyond a reasonable doubt, and examine appropriate penalties. The proposed homicide provision would apply only when the victim dies.

I advocate capital punishment by lethal injection for this category of intentional murder. My original proposal called for an automatic death sentence, but mandatory death sentencing for murder conflicts with Supreme Court precedent. I ask lawmakers to examine this position publicly, with constitutional safeguards and individualized sentencing, alongside alternatives such as life without parole. Signing supports this request for a public hearing; it does not require agreement with capital punishment.

New York currently has no operative state death penalty. This proposal is not law, and any new increase in punishment could not be applied retroactively to Nathaly’s case.

Our faith motivates a commitment to life, justice, mercy, and humility. We welcome people of every faith and none. The First Amendment protects our peaceful advocacy and right to petition; it does not dictate a court verdict or legislative result.

Please hold public hearings, hear affected communities and legal experts, and publish an assessment of this proposal’s constitutionality and practical effects.

This is an independent NYEW Records initiative. We do not claim to represent Nathaly’s family or all New Yorkers.
