Dissolve the portion of NJ Statue Section 39:3-4 with respect to vehicle registration expiration.

The Issue

As a father of three young children, keeping the streets of New Jersey safe is my number one priority. Holding motorists and the vehicles they operate accountable goes a long way to keep our streets safe. However, I have found a nuisance law that does nothing to hold motorists, or the vehicles they operate accountable. In fact, the law stifles the productivity of our great society, for the sake of gain for a select few.

NJ Statue Section 39:3-4 is what requires motorists to renew their registration yearly, beyond an initial registration period of four years, for new vehicles. However, in New Jersey, vehicle inspections and insurance operate independently from the registration process. The purpose of vehicle registration is to correlate a specific vehicle to a specific owner with a specific mailing address. We should not be required to update this information yearly, and pay a compulsory yearly fee, if this information does not change (i.e. if we do not sell, or scrap the car, or change address, or die).

Furthermore, NJ Statue Section 39:3-4 allows police officers to remove vehicles from roadways (impound them), if vehicle registration has lapsed. On March 19th, 2015, after dropping two-thirds of our children at daycare, a police officer, impounded my wife's car and left her standing out in the cold, because our registration had lapsed, even though we had valid vehicle inspection and insurance.

As I drove my wife home after the incident, we saw a mother weeping, being ejected from her vehicle for the same offense, standing next to a mountain of her bags, and strollers, and personal effects. This is unacceptable. Sign this petition and we will salvage the time, energy, and resources that are being devoted to police this non-offense.

The Department of Motor Vehicle can provide practical opportunities for us to update our registration information, and the legislative body can allow police officers to issue summons if we fail to do so, if they so choose, but they will not throw us out on the street, and waste our time and money, to uphold a law that doesn't need to be.

We, the people, hereby request that vehicle registrations in the State of New Jersey remain in effect until such time that we notify the Department of Motor Vehicle of a change in registration status.
