Place Life-saving equipment at Marinas and Docks

Place Life-saving equipment at Marinas and Docks
Why this petition matters
Recently, a vibrant, young, full of life, young man of 23 was tragically killed at a marina in New Eagle, PA. He and his friends were boating on July 4, 2021 and docked around 7 PM at the Marina. They removed their life jackets and began to cook burgers to continue the celebration. The victim, James DeAngelo, was shocked from the current running through the water surrounding the dock and was thrown into the water. Where he began to flail and cry out for help. Two of his friends, also on the boat, jumped in to rescue his unresponsive body. He, unfortunately, did not survive and pronounced dead at 8:18 on July 4, 2021. His friends also received shocks while saving him but they did survive and are now home from the hospital with their families. James left behind; his parents, sister, aunts & uncles as well as his long time girfriend that he intended to marry in the near future.
James cause of death appears to be ESD (electric shock drowning) which is also known as a "silent killer".
I would like to see a few actions from this tragic accident.
1. Marinas and docks should be required to have an AED (in a centrally located area) and CPR certified staff at the marina.
2. Marinas or docks must be mandated to install a GFCI(ground fault circuit interrupters), which will trigger with as little as 10 milliamps of electricity, these devices are designed to turn off the power when electricity "escapes" from the circuit into places where it can injure or kill.
Please don't let this tragedy happen again. Let's save lives.
