New Castle County: Invite Competition for Dog Control
Despite a New Castle County government audit of Kent County SPCA (a.k.a. FSAC-SPCA) in 2013 that uncovered numerous issues at that shelter, NCC is not conducting monthly surprise inspections of its facilities as promised to its constituents. The audit was conducted in response to citizens' outcry for help! FSAC-SPCA today continues to operate without government oversight or accountability. Statistics can't be verified. How does NCC even know what it's paying for??
Continuing complaints about animal control officers entering private homes without warrants and use of intimidation to try to get people to relinquish their pets without knowing their rights go unanswered and unchecked. Trumped-up animal cruelty charges that result in NO prosecutions should sound a big alarm...but it doesn't. Reports by FSAC-SPCA insiders of inhumane conditions for animals awaiting euthanasia are ignored, as if these unclaimed pets are trash rather than living, breathing creatures. Their final moments of life are likely spent in terror and possibly filth, if these personal accounts are true -- and no one working for FSAC-SPCA will step forward because they are AFRAID of retaliation. Isn't it up to the contracting agency -- New Castle County government -- to assure that FSAC-SPCA is operating in compliance with their $1M + contract and abiding by state and county laws, as stipulated in the contract?
Shelter standards were created under Delaware law to ensure the safety and health of companion animals inside Delaware’s animal shelters. We want our complaints to be heard and addressed.
As it is, FSAC-SPCA has a MONOPOLY on dog control in Delaware. Citizens are very tired of hearing their complaints met with the excuse that FSAC-SPCA is the only game in town, so there's no recourse. NCC government has the ability to attract healthy competition to the marketplace. As the annual contract for dog control comes up for re-bid, we want more qualified bidders for dog control!
