In the state of Nevada the first offense of animal cruelty is a misdemeanor. That means you can dump a 2 week old puppy in the desert to die and get a slap on the wrist. Rufus endured this type of cruelty and had to cross the Rainbow Bridge at 8 weeks old because of it.  In honor of his short life, I want the state to enact the 'Rufus Law' where all intentional animal cruelty would be charged as a felony with a mandatory jail sentence.
