Mr. António Guterres

Secretary-General of the United Nations

United Nations Headquarters

New York, NY 10017

United States of America

Dear Mr. Secretary-General,

We write to you today with a profound sense of urgency and distress regarding the worsening situation in Haiti, particularly in the Artibonite region and the Metropolitan Area , where the civil population continues to be subjected to relentless acts of terror and war crimes perpetrated by gang members. The gravity of the violence, the suffering of innocent people, and the inaction of Haitian authorities have created a human rights crisis that demands the attention and decisive intervention of the international community. We appeal to your conscience, Mr. Secretary-General, to take immediate and bold steps to address this calamity, which has become unbearable for the people of Haiti.

In Artibonite and the Metropolitan Area, armed gangs have seized control over vast areas, effectively holding the population hostage to their violence. The crimes committed by these groups are nothing short of acts of terrorism: systematic killings, sexual violence, kidnappings, torture, and the destruction of property. These atrocities meet the criteria of war crimes under international law, as they are directed against civilians and have created a state of terror that continues to traumatize the population. Children are being killed, families are torn apart, and entire communities are displaced as a result of this unchecked violence.

The Haitian authorities, overwhelmed by the scale of the crisis or, in some cases, complicit in their inaction, have failed to protect the people they are sworn to serve. Their paralysis, whether due to corruption, fear, or a lack of resources, has exacerbated the situation to the point where citizens no longer hope their government will come to their aid. Lawlessness reigns in Artibonite and the Metropolitan Area, and the most vulnerable suffer the worst consequences.

In this dire context, we must stress that the international community has an obligation not to look away. To quote Annah Harendt, “Neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented.” The world cannot remain silent in the face of such brutality. With its mandate to promote peace and protect human rights, the United Nations must act decisively to prevent further loss of life and restore some semblance of security to these communities. Ignoring this crisis would be a moral failure of the highest order.

The humanitarian situation in Haiti, particularly in Artibonite and the Metropolitan Area, has reached a point where only swift and coordinated international intervention can save lives. The United Nations must explore every available avenue to stabilize the situation, whether through peacekeeping missions, increased support for the Haitian National Police, or the imposition of international sanctions on those who fund and support these violent gangs. The people of Haiti need more than words of concern—they need protection, security, and a commitment from the global community that their suffering will not be ignored.

We urge you, Mr. Secretary-General, to use your position to rally the international community and mobilize the necessary resources to confront the terror inflicted upon the people of Haiti. The future of Artibonite and the Metropolitan Area, and indeed the future of Haiti as a whole, depends on our collective willingness to act.

Thank you for taking a look at this urgent matter.

Sincerely,

Dr Michelot PIERRE, OBGYN

New York, NY 10017

Dr Michelot PIERRE, OBGYN

Tit: "Neutrelite ede opresè, pa janm viktim": Sispann Vyolans Gang nan Ayiti

Mesye António Guterres
Sekretè Jeneral Nasyon Zini
Katriyèm Nasyon Zini
New York, NY 10017
Etazini

Lwa san lòd ap fè lwa nan Artibonit e rejyon Pòtoprins, ak pi frajil yo ap soufri konsekans ki pi grav yo.

Nasyon Zini, avèk manda li pou ankouraje lapè ak pwoteje dwa moun, dwe aji desizif pou anpeche plis pèt lavi ak retabli yon ti sekirite nan kominote sa yo. Ignorer kriz sa a ta yon echèk moral nan pi wo nivo.

Sitiyasyon imanitè nan Ayiti, espesyalman nan Artibonit e rejyon Pòtoprins, kounye a rive nan yon pwen kote sèlman yon entèvansyon entènasyonal rapid ak kowòdone ka sove lavi. Nasyon Zini dwe eksplore tout chimen ki disponib pou estabilize sitiyasyon an, kit se atravè misyon pou kenbe lapè, ogmantasyon sipò pou Poli Nasyonal Ayisyen an, oswa enpoze sanksyon entènasyonal sou sa yo ki finansye ak soutni gang vyolan sa yo. Pèp Ayiti bezwen plis pase mo konsènan; yo bezwen pwoteksyon, sekirite, ak yon angajman soti nan kominote global la ke soufrans yo p ap neglije.

Nou mande ou, Mesye Sekretè Jeneral, pou itilize pòz ou pou rasanble kominote entènasyonal la ak mobilize resous ki nesesè pou konfwonte terè ki afekte pèp Ayiti. Lavenir Artibonit e rejyon Pòtoprins, e an plis lavenir Ayiti an jeneral, depann sou volonte kolektif nou pou aji.

Dr. Michelot PIERRE, OBGYN
