In May 2023, Governor Omed Xoshnaw of Erbil announced that all dogs in the city would undergo a Collect, Neuter, Vaccinate, Return (CNVR) program. However, the reality is far from this promise. The local shelter continues to collect dogs and placing them all together  without considering their gender, age or health status. This  method has resulted in a dangerous mix-up with potential for disease outbreaks that could easily transmit to humans and lead to catastrophic outcomes. Alarmingly, 95% of dogs at the shelter have not been neutered.

This situation is deeply personal as it reflects a disregard for animal welfare and public health safety. We urge Governor Omed Xoshnaw and relevant authorities to stop this reckless collection of animals immediately ,as the streets will overrun of dogs that will come from rural mountainous areas that are highly  likely to bring rabies with them. This can be environmental disaster if no action is taken! 

Instead, we call for the proper implementation of CNVR procedures for all dogs in Erbil region and release back to natural habitat 4000dogs that are in hell conditions in the goverments shelter.
