Nebraska is supposed to be the Good Life....but rescuers across the state know that is not a true statement for the animals of Nebraska. The cornhusker state has legislative bills such as LB274 to protect the animals however if one bad apple is hired for a government role this can take an entire program below its acceptance. This is exactly what has happened in the Nebraska Dog and Cat Program with the Nebraska Department of Agriculture. 

The following is the job description of the program manager of the dog and cat program.

Manage long term and day to day goals involving inspection and regulations of a complex industry. Assist in realignment of program goals to reflect change in program emphasis. Develop inspection protocols and policies for animal health and sanitation. Initiate regulatory actions for violations including stop-movement orders and legal hearings. Serve as subject matter expert for inspection program, including veterinary diagnosis, sanitation and humane handling of animals. Train personnel and keep them abreast of changes in regulations and industry.

Nebraska Dept of Ag administration made the wrong choice when they hired program manager Tom Dozler whom had a law enforcement background as a jail administrator  but was fired in 2006 for falsifying documents and intimidation tactics to the public. He claimed he was fired for running for sheriff but that is farthest from the truth. That personality has followed him into his position as the program manager of the dog and cat program. Administration continues to ignore the public out cry of Tom Dozler holding the manager position.

Recently, a Nebraska rescue was informed of a licensed breeder from Madison Ne that was forcing mini aussies to be bred over and over in horrible conditions and injuries with no vet care provided. The rescue president whom had previous run in with Mr Dozler reached out on several occasions to the program manager as well as the Madison county sheriff office for assistance as the rescue was providing the daily care to the animals of a licensed breeder by providing approx 53 dogs with dog food and preventatives. Upon research it was found that the breeder had received over 15 violations from department of Ag and was consistently denied access for inspection. 

One week while providing the animals with care and food the rescue was informed of a mom and pups that was needing rescued. The mom had been bred so many times prior to this and she was not receiving any food or water and had been abandoned. The rescue saved these dogs and rushed them to the vet. All for Tom Dozler to claim the rescue stole the dogs and placed a stop movement order on the rescue. Vet records indicate the momma dog was going to die had the rescue not intervened. 16 days later the rest of the dogs were seized from the property. Tom Dozler was purely harassing the rescue as him and the president have had issues prior to this. Mr Dozler ultimately pushed, harassed, and intimidated the rescue to the point that they chose to surrender their license in order to not have to deal with the bully tactics any further. The end result is the recue saved approx 89 dogs per year and now because of the Dept of Ag and Tom Dozlers bully tactics they are unable to. That will be approx 89 dogs on the streets per year. 

The dog and cat program inspectors are to notify local law enforcement of animal cruelty then it is up to the real police to investigate and charge the criminals of animal abuse. All inspectors have reported that they follow protocol and must inform Tom Dozler prior to notifying law enforcement. Tom often denies approval to notify law enforcement and often claims lack of evidence. Most recently he has denied law enforcement to hear complaints of a pit bull breeding operation in Tecumseh Ne, that is ran by a male party whom has spent federal time for dog fighting. 

Several complaints have been logged into administration including the governor Pete Ricketts.  Every complaint goes ignored and another blind eye prevails. Recently a new supervisor was assigned to Tom Dozler.  Nebraska veterinarian Dr. Roger Dudley seems to be showing the same incompetence by allowing Mr Dozler to continue his position and ignoring the complaints that come in with regard to Mr Dozler. He even denied any appointments to be set to allow tax paying citizens to provide the proof of Tom Dozlers actions. 

Thus pushed citizens to keep going as they truly feel that Tom Dozler and his incompetence need to seize. Interview after Interview with those close to Mr Dozler have reveled very heartbreaking clues as to why  Mr Dozler acts the way he does. It must be noted that Tom Dozler is very afraid of dogs. Why would he be given this position? A recent look into Mr Dozlers personal cell phone revealed these pictures which are very disturbing. Tom Dozler certainly should be drinking the devils whiskey, but why would he have that much cash laying around? Some would say that an illegal act was taking place. The most concern I have is the deck of playing cards. Its very disturbing that a program manager of the dog and cat program to hold a playing card that reveals a woman with a head that resembles a wolf or dog. Almost every woman that has held a romantic relationship with Mr Dozler has reported that he often makes accusations of them having sex with their dogs. 

The one that is paid our tax dollars to protect the dogs and cats of Nebraska and who calls the shots should never make accusations like that. One that is afraid of dogs and has actually been seen by multiple sources of kicking dogs should only be afraid of the species if they were attacked as a child or they have seen close up front details of a dog attack and what the outcome could be. Thus far there have been no reports of Mr Dozler ever being attacked by a dog. Pictures dont lie. These pictures were removed from Mr Dozlers personal cell phone in Feb of 2022.
