
I was asked earlier what reforms I’d implement and based on my personal experience and the widespread failures I’ve encountered, I would push for the following key reforms to ensure the NCT truly protects public safety:
1. Independent Oversight & Accountability
-Establish an “independent”regulatory body separate from the RSA to oversee the NCT and audit its processes.
-Implement a transparent complaints and appeals system where decisions must be fully explained and open to public scrutiny.
2. Stricter and More Comprehensive Vehicle Inspections
-Mandate structural integrity checks as part of the standard NCT, using advanced diagnostic tools to detect crash damage or rust that compromises safety.
-Require NCT inspectors to provide photographic evidence of key test areas to prevent fraudulent certifications.
- Encrypt the NCT booking system so that no NCT inspector has access to information about which cars, garages, or private individuals are booking a test. This will eliminate potential bias, fraud, or preferential treatment in the inspection process.
3. Consumer Protection Measures
-Introduce a mandatory vehicle history check as part of the NCT process to flag previously written-off or structurally compromised vehicles.
-Require pre-sale NCTs for second-hand cars to be less than three months old at the time of sale, ensuring consumers are not misled by outdated certifications.
4. Transparency in the Contracting Process
-Conduct a full review of how Applus was awarded the NCT contract and ensure future contracts follow best practices for transparency and anti-corruption safeguards.
-Publish detailed performance reports on NCT pass/fail rates, appeals outcomes, and audit findings to restore public confidence.
5.Tougher Consequences for Fraudulent or Negligent Certifications
-Impose severe penalties on any NCT center or inspector found certifying unsafe vehicles as roadworthy.
-Introduce a whistleblower protection program for NCT staff who report misconduct or corruption within the system.
Without these reforms, the public will continue to be put at risk by a system that fails to do its job. The NCT must be held to the highest safety standards—not just for compliance, but for saving lives - public safety.
