People are carelessly and purposefully mowing yard debris and grass clippings into public roadways, causing an extremely dangerous condition for motorcyclist and all other motor vehicles.  Law enforcement is willing but unable to write tickets to these offenders.  People have died or have been gravely injured due to this carelessness.  There is a huge rider population that have a right to ride on NC roadways that are as clear as possible from this easily avoidable hazard.
