Nationwide BAN of the Sale of live Animals in Retail Stores
The Issue

*I am currently working on a petition that goes after secondary markets like Facebook or any other social media platforms or marketplaces. I wasn’t sure if I could lump all of these into one Petition. So I’m choosing to address these issues separately on separate petitions. This petition solely focuses on any & all RETAIL stores that sell animals.
There are some areas within the United States that already have similar legislation in place but This Petition is calling for a Federal Nationwide BAN of the Sale of any & All animals in any & all retail stores.
I firmly believe that by passing & enacting this Law we can take a small step forward & create a “Pawsitive” change in the right direction in repairing the Relationship between animals & humans. I believe that by passing & enacting this Law can & will help with the following issues:
1) Helps combat the practice & pipelines of Puppy, Kitten, & Rabbit mills as well as other not as popular mills that are notorious for inhumane practices.
2) Helps prevent Impulse buys & create more responsible breeders & owners creating more adoptions of homeless animals.
3) Helps reduce the Burden on Taxpayers & Animal Shelters.
In recent years, the sale of live animals in retail pet stores across the United States has become a matter of great concern for many animal welfare advocates. Reports have consistently shown shocking conditions in some of these stores, where animals are often kept in cramped, unsanitary environments with insufficient care, leading to severe health and behavioral issues. A glaring example was a 2021 investigation that revealed over 40% of small animals sold in a major retail chain were suffering from illnesses or malnutrition due to poor living conditions.
Another pressing issue is the lack of adequate training for staff handling these animals, which often exacerbates situations since they may not recognize or adequately respond to the animals' needs or signs of distress. Without proper regulations or certifications required, the welfare of these animals remains jeopardized.
Moreover, the impulse buying mentality promoted by these stores results in countless animals ending up abandoned or in shelters, contributing significantly to the overpopulation crisis. The Humane Society estimates that each year, approximately 6.5 million companion animals enter U.S. shelters, a figure exacerbated by retail store sales. This cycle is both unethical and unsustainable.
To tackle these issues, we urge lawmakers to implement a federal law that bans the sale of live animals in retail establishments. Such legislation would support animal welfare by reducing the number of animals subjected to inadequate living conditions and staff care. It would also alleviate the burden on animal shelters dealing with abandoned pets. Instead, we propose promoting adoption from shelters and responsible breeders.

Chewie provided so much for us during his time in this world that I feel obligated to try and help do/or create something to assist in creating an overall better environment and relationship between animals & humans.
