Across America, homes have been sold to corporations that profit from suffering. Tenants are forced to live in mold-infested walls, breathe contaminated air, and choose between rent and survival. Families are evicted for speaking up. Inspections are falsified. Agencies look the other way.

And when tenants demand help, they are told it’s a “civil matter.” This petition exists to end that lie.

The National Tenant Bill of Rights is not just a policy — it’s a promise. It stands beside the Housing Accountability & Criminal Negligence Reform Act of 2025, forming a new covenant between people, government, and justice. Together, they declare what history has too long denied: Housing is not a privilege — it is a human right.

This is how we reclaim what was stolen by greed and silence. This is how we make home sacred again.

The Vision

Every wall should protect, not poison. Every roof should shelter, not suffocate. Every lease should honor, not exploit.

The National Tenant Bill of Rights restores power to those who make every community possible — the tenants. It transforms “renter” from a label of limitation into one of agency, dignity, and strength.

It affirms that home is a sanctuary — not a marketplace for manipulation. It criminalizes corporate neglect, exposes falsified inspections, and ends the immunity that billion-dollar landlords have enjoyed while families suffer in silence.

What We’re Demanding

 1. The Right to Safe & Habitable Housing Every tenant has the irrevocable right to live in a home free from mold, toxins, leaks, and structural decay. Neglect that endangers health is criminal endangerment, not “poor management.” Transparency in permits, licensed repairs, and independent inspections must be mandatory.  

2. The Right to Affordability Rent should reflect reality, not exploitation. When wages stagnate but rents soar, the social contract collapses. We demand caps tied to cost of living, anti-price-gouging enforcement, and rent-freeze powers during emergencies.  

3. The Right to Stability End no-fault and retaliatory evictions. Stop corporate “flipping” that displaces families for profit. Every tenant deserves the peace of knowing they can’t be uprooted without cause or justice.  

4. The Right to Accountability Falsified reports, ghost contractors, and ignored violations are acts of fraud and obstruction of justice. Landlords and officials who knowingly allow unsafe conditions must face criminal penalties, not civil wrist slaps.

 5. The Right to Organize & Be Heard Tenants must be free to form unions, report hazards, and stand together without fear of retaliation. Speaking truth should never cost someone their home.

Beyond Reform — Toward Justice

This movement is not about punishing; it’s about healing what has been broken. It’s about redefining “home” as a living covenant between people and nation — one built on trust, safety, and shared humanity.

The Housing Accountability & Criminal Negligence Reform Act of 2025 gives this petition teeth.

It:  

• Makes neglect and falsified repairs criminal acts.  

• Establishes the Tenant Sanctuary and Security Clause, declaring every dwelling a protected sanctuary.  

• Creates a Federal Housing Safety Enforcement Division (FHSED) under HUD and DOJ.

 • Launches a Community Restoration Fund for neighborhoods harmed by redlining, contamination, and systemic neglect.

 • Provides mental-health and relocation support for families displaced by unsafe housing.  

• Ensures transparency, public registries, and whistle-blower protection.

Together, these reforms form the People’s Fortress — a legislative wall of truth that cannot be bought, bribed, or broken.

Why It Matters A home is more than shelter; it is the heartbeat of life itself. Without safety, there is no peace. Without justice, there is no home.

For decades, corporations have hidden behind paperwork while children coughed from mold and elders slept beneath crumbling ceilings. They called it business. We call it a crime against humanity.

When the government fails to enforce the law, the people must become the law.

This petition is that moment — where tenants, families, veterans, and survivors unite under one banner of accountability. We are not asking. We are asserting. We are declaring that every dwelling is sacred ground, and those who exploit or endanger it shall answer before the law.

 Our Demands to Congress, HUD, and State Legislatures:

 • Pass the National Tenant Bill of Rights and embed it into federal and state housing law.

 • Adopt the Housing Accountability & Criminal Negligence Reform Act of 2025 in full.

 • Recognize housing as a fundamental human right.

 • Create criminal penalties for corporate landlords and agencies that falsify safety or inspection data.

 • Guarantee tenant access to legal defense, relocation support, and mental-health services.

 • Establish federal and state tenant oversight councils — citizen-led boards to ensure enforcement and transparency.

We the People Declare We are the voice of every tenant silenced by retaliation, every child made sick by neglect, every family priced out by greed.

We are the people who still believe integrity should mean something, the advocates who refuse to accept injustice as “procedure,” and the survivors who turned pain into power.

This is not politics. This is survival. And survival must never again depend on the mercy of profit.

We are the people, and this is our law.

We are the movement, and this is our moment.
