National Police Quotas: They're not patrolling they're hunting
The Issue
Law enforcement officers all across the nation are mandated by precinct house supervisors to sustain a certain number of arrests satisfying a quota that is enforced "top-down" beginning with members of the federal legislative branch making it's way down the proverbial " isle " toward state political officials until it reaches the same precinct house officers I have just mentioned.
Demonstrating to federal, and state governments that the local district in which they oversee must maintain a certain level of police presence ultimately ensuring the safety of every resident making up the majority of that respective locale.
Whether indirectly enforced by the federal and state authoritative machine or offering a pull-no-punches approach between local patrol officers and their supervisors, the officer regularly patrolling his or her sector must now focus on numbers instead of local community members.
This practice of securing a certain number of arrests ultimately falls on the shoulders of everyday citizens who will be arrested without merit if it just so happens that these same patrolmen must make up the required numbers defining the police quota dynamic that is the core purpose regarding this national petition.
This dilemma of law enforcement officers unjustly arresting random members of our citizenry in order to show proof to members of our national political body that their presence is not only needed due to the
" egregiously high " number of arrests taking place in various districts, the true purpose is far more heinous then just officers singling individuals out inflating the " seriousness " of any random circumstance in order to fill these very prejudicial and very illegal police practices.
The police quota dynamic has been instituted perpetuating the mass incarceration issue that primarily plagues members of our black and brown communities.
Placing law enforcement officers in a position to either effectuate a specific number of arrests or else suffer department related sanctions, various members of our urban communities are intentionally targeted propagating the stigma related to higher crime rates amongst members of that specific social class i.e. our black and brown citizens.
Through the utilization of targeted " racial profiling " coupled alongside increased pressure regarding certain members of law enforcement to effectuate a respective number of arrests, individuals that make up a portion of the national authoritative establishment seeking to perpetuate the
" Transatlantic Slave Trade " disguising this mass enslavement practice through the United States Prison Industrial Complex, being secure in the fact that vast numbers of the black and brown citizenry will eventually end up in a state ran prison facility where they will then be forced by this same governmental regime to produce goods and supply services for virtually
" pennies on the dollar. "
This forced labor practice happens to be the root cause for not only the United States prison system, but also happened to be the underlying purpose for the existence of the Transatlantic Slave Trade taking place throughout this country beginning in the fifteen hundreds.
This police quota issue enforced by state and local law enforcement, while being conceptualized and perpetuated by certain members of our national political body happens to be just another proverbial " weapon " encased within the arsenal of our governmental regime in order to secure the need for cheap labor practices while at the same time utilized in order to exploit, again, people of color, in addition to individuals that suffer from substance abuse issues, poor Caucasians as well as poor hispanics.
If certain blatant injustices aren't acknowledged and confronted, these deplorable tactics utilized by the individuals that we as a national body look to for security and prosperity, the same acts used in order to continuously subjugate the " microcosm " i.e. specific groups throughout this country, then eventually we can only anticipate for these same ungodly practices to transition from this same " societal microcosm " eventually being utilized in order to enslave and imprison the " societal macrocosm as well. "
