The national directive addressed to all LGUs to strictly implement the NO BACK RIDER POLICY and ONE PASSENGER PER PEDICAB POLICY is arbitrary, very anti-poor, unreasonable, excessive and oppressive. The directive, which is guised to support “social distancing” will not put an end to the Covid-19 pandemic. Penalizing alleged violators of the directive with reckless driving or overloading is unlawful considering that back riding is never defined in law our traffic laws as reckless driving nor overloading. Thus, I strongly urge the concerned agencies of the Philippines and all LGUs to IMMEDIATELY STOP the implementation of the NO BACK RIDER POLICY and ONE PASSENGER PER PEDICAB POLICY.
