When homicide and youth are mentioned in the context of an FBI case or data, it refers to a case where the crime of murder or non-negligent manslaughter involves a person under the age of 18, either as the victim or the offender.
The FBI's Uniform Crime Reporting (UCR) Program tracks this data, and it is analyzed closely by the FBI and the Office of Juvenile Justice and Delinquency Prevention (OJJDP).
Here is what the terminology means in both contexts:
1. Youth as the Victim (Homicide Victimization)
This is the most common interpretation in data reports. It refers to:
• Victim Age: A person under the age of 18 (sometimes specified as ages 0-17, or a subset like ages 12-17 or 11 and younger) who is killed.
• Case Focus: The FBI's involvement is to investigate the killing, especially if it involves a child abduction, is part of a larger federal crime, or if the FBI is assisting state and local law enforcement (which they frequently do in violent crimes against children).
• Circumstances: FBI data reports on factors like the relationship of the victim to the offender (e.g., family member, acquaintance, or stranger), the type of weapon used, and the circumstances surrounding the incident (e.g., maltreatment, abduction-related, or gang-related).
2. Youth as the Offender (Juvenile Homicide Offender)
This refers to:
• Offender Age: A person under the age of 18 who is suspected of or arrested for committing the homicide.
• Case Focus: The investigation centers on the juvenile's involvement in the crime. Data is collected on the characteristics of the young offender and their co-offenders (if any).
• Data Tracking: The UCR Program collects and reports statistics on arrests for homicide by age group, providing insight into the scope of juvenile involvement in violent crimes.
In general FBI parlance, when discussing homicide youth, the term is usually used as an analytical category to track and report the incidence of murder involving this vulnerable population (i.e., youth as victims).
