(One Health)

Subject / National Call for Animal Protection, Enforcement of Existing Laws, Ending Indiscriminate Extermination Methods, and Adopting Scientific and Humane Sustainable Solutions under the One Health Approach
Based on the letter of the General Secretariat of the Council of Ministers No. (2521157) dated 18/05/2025, and the guidance it contained regarding the implementation and enforcement of existing laws related to animal and environmental protection, and in line with the One Health approach, which is based on the interconnection between human health, animal health, and environmental safety, we hereby submit this urgent national call.
In recent times, Iraqi governorates have witnessed a concerning increase in practices involving mass killing, indiscriminate poisoning, and animal abuse, in addition to the filming and dissemination of some of these practices through social media platforms. The seriousness of these practices is further heightened by the continued use of certain traditional methods in dealing with stray animals, including shooting and the use of poisons in residential areas, despite the repeal of Law No. (48) of 1986 on the Control of Stray Dogs pursuant to Article (55/Third) of Animal Health Law No. (32) of 2013.
Managing free-roaming animal populations and preventing rabies and zoonotic diseases requires sustainable scientific solutions based on joint action among the health, veterinary, environmental, and security sectors, instead of relying on indiscriminate extermination campaigns that do not address the root causes of the problem.
National Legal Bases
This call is based on the relevant Iraqi laws currently in force, including:
Iraqi Penal Code No. 111 of 1969, as amended, particularly the provisions related to killing animals, harming them, and treating them cruelly.
Articles (482, 483, 484, 485, and 486)
Law on the Protection and Improvement of the Environment No. 27 of 2009.
Wild Animals Protection Law No. 17 of 2010.
Animal Health Law No. 32 of 2013, which regulates matters related to animal health, zoonotic diseases, vaccination, and veterinary control, and which repealed Law No. 48 of 1986 on the Control of Stray Dogs.
Executive and Legislative Demands
We, the undersigned citizens, activists, civil society organizations, and individuals concerned with animal protection, public health, and the environment, call upon the competent authorities to take the following measures:
1. Immediate Cessation of Indiscriminate Extermination Methods and Review of Reliance on Repealed Legislation
Issue ministerial and administrative directives from the competent authorities confirming that Law No. (48) of 1986 on the Control of Stray Dogs must no longer be relied upon following its repeal pursuant to Article (55/Third) of Animal Health Law No. (32) of 2013, and work to limit the use of shooting and poisons in streets and residential areas due to the potential health and environmental risks they may cause.
We also call for the review and updating of instructions and executive mechanisms governing the treatment of dogs and free-roaming animals in a manner consistent with the One Health approach, giving priority to preventive, humane, and sustainable solutions, upholding the principles of compassion and animal welfare, and reducing unnecessary suffering.
2. Adoption of a National Sterilization and Vaccination Strategy (TNVR)
Activate the detention option provided for under Article (25) of Animal Health Law No. (32) of 2013 and further develop its implementation mechanisms so that it serves as an entry point for a national programme for the humane management of free-roaming animal populations through Trap-Neuter-Vaccinate-Return (TNVR), and adopt it within a sustainable national strategy in cooperation with government veterinary authorities, licensed veterinary clinics, and specialized organizations.
Expand rabies vaccination campaigns and support epidemiological surveillance and community awareness programmes within the One Health approach.
3. Legal and Judicial Prosecution of Torture and Violent Content
Initiate action by the Public Prosecution, cybercrime units, and Community Police to track and hold accountable perpetrators of animal killing, torture, and physical or sexual abuse, and pursue creators and publishers of violent content on social media, applying deterrent penal provisions against them in accordance with the Penal Code.
4. Strengthening the Role of Community Police and Environmental Police
Empower field units and strengthen their capacity to respond rapidly to complaints and to conduct field documentation of violations against animals and environmental infringements resulting from the use of poisons.
5. Establishing a Dedicated Reporting Channel (Hotline)
Create a dedicated window or extension for receiving reports of animal abuse and harm within the Ministry of Interior’s unified national number (911 or 130), and link it directly to the Community Police and Environmental Police.
6. Regulation and Monitoring of Places Where Animals Are Sold and Housed
Criminalize the confinement or display of animals in inhumane conditions, strengthen periodic oversight of animal markets, pet shops, animal housing facilities, and shelters, and verify their compliance with appropriate health, veterinary, and environmental conditions, including adequate space, water, food, ventilation, protection, and veterinary care, while taking legal action against violations that expose animals to neglect or harm.
7. Regulation of Breeding and Restriction of Importation
Establish strict controls on the importation of companion animals and prohibit unregulated commercial breeding in homes and shelters, in order to reduce exploitation and prevent the worsening of the phenomenon of animals being abandoned on the streets.
8. Official Partnership with Civil Society Organizations
Strengthen institutional cooperation with accredited organizations specialized in animal welfare and community peace, and involve them in awareness programmes, legal documentation, sterilization, vaccination, responsible adoption, and humane animal population management programmes.
Al-Rifqa Organization for Community Peace has previously cooperated with the Community Police Directorate on community awareness programmes related to existing laws and animal protection, demonstrating the possibility of further developing these partnerships and transforming them into sustainable institutional programmes.
9. Development of an Integrated National Legal Framework for Animal Protection and Welfare
Review current legislation and instructions and identify legal gaps related to animal protection and welfare, with a view to developing a modern and clear national legislative framework that defines standards for protection and care, responsibilities, penalties, and enforcement mechanisms, in line with scientific developments and relevant international standards.
Our signatures represent a clear national call that rejects indiscriminate extermination methods and calls for the enforcement of modern environmental and health laws and respect for ecological balance. It also rejects the disregard for animal lives, their abuse, and harm, because compassion toward people begins with compassion toward the more vulnerable beings around us.
Compassion is not a choice... it is a humanitarian, legal, and public health responsibility.
