A petition for President Masisi to Step down from the Presidency office

The Issue

Today Botswana stands on a cliff. We are on the precipice of chaos, and if we are not careful we will transition from order to chaos.

Botswana has been transforming ever since the time of Independence, with discovery of mineral resources, transformation of the tourism sector, growth and expansion of the public sector, population growth, but sadly a little growth in the private sector. From the time of Independence up to now(2021),Botswana has had five Presidents :H E Seretse khama, H E Masire, H E Mogae. H E Ian Khama Seretse Khama, and the current President Masisi. President Seretse Khama laid a foundation for the transformation of Botswana ,President Masire Continued building the walls of this great nation, with his focus being on Agriculture and Mining, development, etc President Mogae came with a more Economical approach, establishing Botswana on a global scale as one of the fastest growing economies ,He also fought and won a battle against  HIV and AIDS, President Khama came with a more focus on the Agricultural sector, Arts and Culture development, sports development, Fighting against abject poverty, as well as fighting against a World Recession that hit Botswana at the beginning of his tenure, he set clear goals and objectives.

In April 2018,President Masisi became the 5th President of the Republic of Botswana. In his acceptance speech he never set clearly defined goals and objectives for his portfolio, he didn't give the nation a well defined roadmap with clear targets with regard to development of the country. Most Batswana had hoped that maybe if he became victorious in the upcoming 2019 elections he will inform the nation on what he aims to achieve for this country. The BDP pledge card under the Masisi leadership had 15 pledges that they promised the public .The pledges were: Creating sustainable jobs, Inclusive government, Fighting Corruption, Constitutional Review, Guarantee free media, Improve education and training, knowledge based economy, grow the private sector ,empower SMEs, Improved Working Conditions, Land tenure issues, Provide quality health care, Robust service delivery, Revamp social development, Attract local and International Investors.

In October 2019 the BDP led by President Masisi won the much disputed elections with lot of controversies and rumors of rigging. However, the Judiciary which is under the President's office by virtue of his position as he is the one who appoints and fires judges at any given time declared the elections free and fair amid the court protests.

Even after this victory, the President has never been clear on his roadmap for his tenure as the Head of state, now at least going back to the pledges. How far from home? How many have the President achieved?

1)Fight against Corruption: Corruption and nepotism has reached sky high under the Masisi administration. Each and everyday, especially under the State of public emergency millions and millions of Public funds continue being looted.

2)Comprehensive Constitutional Review: Up to now, the three arms of government are not independent, the Executive arm holds all the powers over the Judiciary and parliament. The oversight institutions continue reporting and being controlled by President Masisi' s office.

3)Inclusive government: How is it even possible when the President has enjoyed State of public emergency for the past 2 years?

4)Empower SMEs: Ever since he became the President in October 2019,the President Masisi led Administration have been making life more difficult for small businesses, with the recent policy on tobacco sale being a typical example. Only the big businesses owned by the rich will be able to trade under these conditions.

5)Knowledge based Economy: The administration is yet to define what knowledge based economy is.

6)Improved Education and Training: Instead of improving, the administration has made things even worse. Currently all public colleges and Institutions have increased tuition prices by over 40%,but the curriculum review and development remains a non priority under the regime.

7) Attract local and International Investors: Prior to the 2019 elections President Masisi promised to bring his friend from the USA to invest in the local creative arts, after October 2019 the tables turned, the Investor has since relocated his business to the neighboring South Africa. His name was only mentioned when he was recently awarded a multimillion Pula tender by the government under SOE.

8)Guarantee free media: The media is not yet free, many journalists have been detained under the Masisi regime.

9)Grow the Private Sector: Instead of growth ,the private sector has been paralyzed by the Masisi led government with the recent example being the Closure of  KBL and many other companies.

10)Provide quality health care: If it wasn't for the Masisi led Administration failure to create an enabling  environment in the midst of the covid19 pandemic, many of our family members and Friends will be alive. The administration keeps on giving excuses on daily basis on why the failed to secure enough vaccines in time for a population of less than 2.5 million people, the Masisi administration failed to build isolation centers, new clinics and hospitals. It is possible to do so, we have seen in Ghana where a top class hospital was build in the middle of a pandemic.

11)Land tenure issues/Land allocation: The situation has gone from bad to worse with the recent appointments of new land Board members across the country in which Fresh, Educated and experienced citizens were rejected in favor of the BDP affiliates and individuals who lost elections under the BDP ticket. The only person being allocated land at this time is the President with the recent Banyana farms land grab.

12)Improved working Conditions: nothing has been done

13)Revamp social development: Nothing has been done apart from the fact that  the situation getting worse. Social development is impossible in a scenario where each and everyday the citizens fight for survival, ever since President Masisi became the head of state we have seen an increase on tariffs, taxes,1105 food inflation, zero employment creation, zero salary increments etc

14)Robust Service Delivery: Still at zero

15)Employment Creation: Unemployment has reached sky high under the Masisi administration, the highest rate of unemployment in the modern day Botswana with an official rate being above 30% ,that is for those counted/registered. The unofficial unemployment rate especially among the youth approaching 70%.We always advice the government that A FRUSTRATED YOUTH IS A WEAPON  IS A TICKING TIME BOMB! each year tertiary institutions churns out over twenty thousand graduates unto the streets(with the recent batch of graduates coming from BIUST just this week, Secondary schools also do churn out thousands, where do these young people go? The President was recently had that it is not his responsibility to create employment, quickly forgetting his 2019 election pledge.
They were promised heaven during political campaigns, now we are back reality.
Where art thou???
The government of the day should remember that the youth played a central role in the sparking Arab spring ,toppling of the ANC president by the then youth leaders Mandela and his fellow Cdes, Durban strikes of 1973 and the 1976 student uprising were inspired by youth leaders.
We thereby  plead with President Masisi to do the honorable thing and step down together with his cabinet so that we usher in a more capable government which will  come up with some solutions , we don't need a frustrated group of young people in our country, We don't want chaos in our country!

We humbly request President Masisi to step down so that we usher  in more capable leaders, who will destroy corruption and nepotism,who will ensure that all state technical posts are merited and the awarding of public tenders is clean and transparent. In the current regime we have seen how individuals are handpicked from the comfort of their homes and offices, some from retirement, some are not even qualified or more qualified. It is therefore naïve and counterintuitive to appoint persons to positions based on political party affiliation and relations.

Our state is founded on the principals of separation of powers, meritocracy, professionalism and specialization in different fields. This is the system that enables the maximum output in all spheres of the national productivity specialization. It is theses ideals that enable the economic, social and political ecosystem that moves this nation and holds it together. If today we begin to transgress against the very ideals that hold our nation together, how far will we go into the darkness of chaos before we realize our transgressions from these ideals?
It is also true, that the law is made for the jurisprudence and fair governance of the people. And that the people have the greatest voice in the establishment of jurisprudence. All motions and bills of the legislature must therefore reflect that will of the people. President Masisi, we thereby present this petition to you ,so that you do the right thing and resign.

We also plead with the parliament of Botswana, to read this petition to the President and the general public, and advice the president accordingly! Let us safeguard our democracy. Let us safeguard our government and its subsequent institutions and departments ,so that we should see no abuse of power!
