

The Town of Narragansett has requested that Procaccianti Developers demolish the Lighthouse Inn in Galilee as it is an Environmental, Health, and Safety Hazard. The Town of Narragansett has hired out a lawyer in its fight against Procaccianti Developers. Procaccianti Developers have fired back at us telling the Town Procaccianti Developers do not own the building. In addition, they argue that the Town has no right in imposing its zoning ordinances on State Leased Land. While I am not a lawyer, I would argue that if PRIX no longer owns the property, and the RIDEM owns the property, then the State should demolish the property. The Town can determine who owns the property by examining the Title of ownership at the Narragansett Town Hall. Also, if the State does own the property now, Procaccianti Developers should still have to pay for the demolition as Procaccianti Developers purposely abandoned the hotel creating the waste that now needs to be demolished. We now have an environment, health, and safety hazard that was created by Procaccianti Developers intentionally abandoning the hotel that was in their care and control. The lease Procaccianti and Paolino had with the RIDEM noted, Procaccianti Developers must maintain its property. It never noted, the hotel can be intentionally abandoned.
I would also argue, one of the reasons the RIDEM rejected the Town's Proposal as it noted some of the suggestions do not comply with the Town's Zoning. Why does the RIDEM target the Town on some of the suggestions in the RFP to go against the Town's Zoning, when the lawyer for PRIX argues that the operation of the parking lot can violate the Town's ordinances as the Town has no control over the Zoning on State land??? It still amazes me a company that has 10 Billion in real estate investments has created the worse environmental hazard on State leased land leased out by an Environmental Agency in the history of the United States. Director Grey is now going to make over 200,000 dollars a year, so the Governor must have a lot of confidence in him, yet we had issues in Block Island where the RIDEM failed to intervene with the illegal expansion of the Champlin's Marina, we had the dumping of raw sewage into the Blackstone River, where the RIDEM failed to act until the members of Save the Bay stepped up and openly criticized the RIDEM (I too sent a letter to Director Grey regarding my outrage on the raw sewage entering the Blackstone River) , and now we have Galilee, where the RIDEM has failed to act by allowing Procaccianti Developers to purposely abandon the Lighthouse Inn, and now it is an environmental, health, and safety hazard. As far as I have known, Procaccianti has purchased the Lighthouse Inn, so they still must be the owners. As noted above, I feel all the Town needs to look at is the recording of the deed for the property at Town Hall to see who owns the property. The lawyer needs to examine the property record card. I plan on taking a trip to the Town Hall to see the transfer of title on the property, and to determine who owns the building now.
