At the latest Narragansett Town Council Meeting, the Town Council approved and $8000 University of Rhode Island Research study that would be led by Professional Landscape Architecture Charles Carberry and Professor Dr. Will Green to improve Galilee with respect to the 5-acre leased land controlled by Galilee. Please listen to the discussion at the 1 hour 51 second mark of the Narragansett Town Council Meeting at the link listed below. I was very glad to see the support for the research. Council Members, Dr. Ewa Dzwierzynski and Patrick Murray put forth the motion. Council woman Deb Kopech was concerned about the funding sources even though the Town has money allocated for such projects, she was questioning if we should look into grant money to fund the research study. Council woman Kopech also questioned if the study will be binding and considered significant as it is being conducted with students at the University of Rhode Island. After testimony by myself and many others, we noted the research will be valid and credible as it will be supported and directed under the expert leadership of Professional Landscape Architecture Charles Carberry, Dr. Will Green, and other professionals at the University of Rhode Island.
With respect to stopping the RIDEM from allowing Procaccianti Developers from continuing to operate its illegal parking lot that is being operated in an area that does not allow a parking lot without a Special Use Permit I noted, The Narragansett Town Council needs to issue a cease-and-desist order to Procaccianti Developers to prevent the illegal parking lot operation that has been continuing throughout this summer. In addition, I noted the Town needs to have the Town's Building inspector inspect the Lighthouse Inn property and if justified condemn the building. The Town should also fine the RIDEM for gross mismanagement. It should issue a summons and fine Procaccianti Developers for intentionally abandoning its building and thereby creating a health, safety, and an environmental hazard for the State, the Town, and its residents. I added, the State should not be required to pay for the demolition of the Lighthouse In, if the property is condemned. In addition, the RIDEM should be cited for not holding Procaccianti Developers accountable for violating the terms of its 1990 lease that noted the hotel was to be maintained and operational. It was added, if it was anyone else in the Town of Narragansett we would be summoned into court for violation of the Town's Ordinances. The news agencies have been reluctant to cover this story, but if the Town of Narragansett issues a cease-and-desist order and summons the RIDEM and Procaccianti Paolino into court for flagrantly violating the Town of Narragansett's Ordinances, then the news channels and media will be obligated to cover the story. I feel if the Town Council fails to act to require the RIDEM and Procaccianti Developers to uphold our Town's Ordinances, then our residents will feel our Town Council is weak, biased, and they lack integrity. The Town's proposal was for mixed use development proposal that would support the State, the Town, and the Commercial Fishermen. I support the town's mixed use development proposal completely. In the very beginning of the video during the open forum, you will hear my plea for the Town of Narragansett to take action to prevent the RIDEM from continuing to violate the Town's Ordinances. It should also be noted, our local Senators Alana DiMario and Bridget Geraci Valverde and our local Representatives Teresa Tanzi and Carol Hagan McEntee have failed to speak out against the RIDEM and Procaccianti Developers with regard to them openly violating the Town's Ordinances by the RIDEM allowing an illegal parking lot in operation on state leased land and Procaccianti Developers operating an illegal parking. In addition, when the RIDEM wanted to award Procaccianti Developers a 19-year parking lot lease neither the Senators nor Representatives spoke out in opposition to the proposed lease. Senator Alana DiMario who is running to represent the Town of Narragansett this election stated it is a complicated matter and she stated she has confidence in the RIDEM Director Terrance "Terry" Gray. Senator DiMario failed to state that the RIDEM and Procaccianti Developers were reckless in their behavior, nor has she been critical of Procaccianti operating an illegal parking lot in Narragansett. Both Senators DiMario and Valverde approved Director Gray to become the permanent Director as part of the Senate Nomination Hearings. Senator Valverde is running for Senate in the North Kingstown district, and she has been missing in action with respect to advocating for the Town of Narragansett.
