Dear Attorney General of Rhode Island, Peter Neronha, 

 I put in an APRA request to obtain the minutes of meetings and any correspondence either written, electronically, or through phone conversations regarding who  recommended  the 19-year no bid parking lot lease with Procaccianti Developers.   In addition, I requested records via an APRA Request on who authorized the State of RI pay for the demolition of the Lighthouse Inn that was previously abandoned by Procaccianti Developers.    Just last summer it was noted the RIDEM was giving Procaccianti Developers a 6 month extension where Procaccianti Developers would be razing and demolishing the Lighthouse Inn.   My APRA request was denied as it was noted in the attached document that there are no records available.   How can no records be available from the RIDEM on such important matters?    I emailed the newly appointed Director of the RIDEM, Terrance Gray for an appeal to obtain such records.     He has not written back to me.    Therefore, in accordance with State Law, I am requesting the RI Attorney General's Office open an investigation on this matter to obtain the records for me.    In listening to the Senate confirmation hearing appointment for Director Gray, I heard testimony that Director Gray is open and transparent.    Just last summer,  the Director of the RIDEM, Terrance Gray emailed me and told me he will be open and transparent.   Let us hope, Director Gray is a man of his word.      Sadly, the Town of Narragansett was totally blindsided by the no bid 19-year parking lot proposal lease to Procaccianti Developers.      To add insult to injury, Procaccianti Developers failed to comply with the terms of its prior lease with the RIDEM.   The Town of Narragansett - the entire Narragansett Town Council Voted Unanimously for the Rhode Island Attorney General's office open an investigation on the matter.   As far as I know, the Town of Narragansett has not obtained a response from your office regarding the status of the investigation.  Procaccianti Developers created one of the worse eyesores on State Leased Land in the history of Rhode Island as he purposely abandoned the Lighthouse Inn Hotel.    Now that the hotel has to be demolished as it beyond restoration, it has the potential to create harm to our environment.   In addition, those involved in the demolition may also be in a precarious situation.    I plan on attending the State Properties Committee Meeting to argue and present my case on why the 19-year parking lot lease cannot be approved as it does not have the best interest of the State of Rhode Island or the Town of Narragansett.     If the RIDEM is allowed to award a 19-year parking lot lease to Procaccianti Developers it will give the developers millions of dollars in revenue that will be lost by the State of Rhode Island and the Town of Narragansett.    It was also deeply troubling the Town of Narragansett's Proposal was rejected by the RIDEM as it was most in compliance with the Galilee Master Development Plan and it was supported by the Narragansett Town Council and our Town Planner.  I would add, if Procaccianti Developers is awarded the 19-year parking lot lease it will give his company an unfair advantage on bidding on the other two parcels of land.    Based on the location of the parking lot, it will require the other lots be used for entrances / exits to the parking lot.        It is my hope the State Properties Committee will revoke the proposal by the RIDEM regarding granting Procaccianti Developers a 19-year parking lot lease.  In addition, the RI Attorney General's Office previously determined that Chaplin's Marina was illegally expanded upon in Block Island.     It was more than coincidental that Champlin's Marina was illegally expanded upon just prior to Procaccianti making the purchase.     I heard the expansion of the Champlin's Marina is now being appealed to the RI Supreme Court. I find it deeply troubling a retired judge was able to overrule the investigation by the RI Attorney General's Office.    I was glad to hear 2 Coastal Resource Management Board Members were forced to resign due to their dereliction of duties.   


 I have even heard from someone that knows Procaccianti that told me money talks in the State of Rhode Island, and it was added that Procaccianti will be getting his parking lot and more.     I pray what I was told is not true.     Sadly, our State of Rhode Island taxpayers get hurt as a result of insider deals in Rhode Island.    We have all been hurt from the Curt Shilling Studio 38 Deal and the UHIP Fiasco, and other dubious deals, so let us hope we will not all suffer as a result of another insider deal in the State of Rhode Island.   I still believe in the State of Rhode Island's Motto, Hope.     Thank you and your office for all the services you provide for the State of Rhode Island.    Yesterday was Memorial Day.   My dad served in WWII and the Korean War.   Our military men and women fought for Democracy.   It will be sad if a city or town in Rhode Island is having actions imposed on it by a State Agency that usurps the powers from its governmental leaders for no just cause.       Clearly, if the RIDEM is allowed to give Procaccianti Developers a no bid 19-year parking lot lease that will take revenue away from our State of RI and the Town of Narragansett, that can only hurt our citizens.   Let us Hope are military men and women did not fight for Democracy in vain.                                                                                                            Respectfully Submitted,  Dr. Albert Alba
