Please write letters to the State Properties Committee and the Attorney General's Office to tell them they cannot allow the RIDEM award a 19-year parking lot lease to Procaccianti Developers in Galilee as it will call harm to Galilee and hurt the Town of Narragansett and the State of Rhode Island Financially.    Below is my email to the RIDEM regarding the notice I received that my request for public regards will be delayed.

Here is the recent letter I sent to the RIDEM Representative who informed me my request for APRA - Access to Public Records Request will be delayed:
Dear Ms. Angela Spadoni,
I am writing to let you know I will be willing to wait indefinitely until I obtain full disclosure as requested for the APRA - Access To Public Records Act Request for true transparency regarding all those who were involved in rejecting the Town of Narragansett's Proposal for Galilee, those responsible for failing to notify the Town of Narragansett on why their RFP was not accepted, and those responsible for awarding a 19-year parking lot lease to Procaccianti Developers without it going out for bid. In addition, I would like to know who decided the State of RI should be responsible for the demolition of the Lighthouse Inn - Dutch Inn. Last September, the RIDEM noted the lease for Procaccianti Developers was extending a 6-month lease with Procaccianti Developers, but Procaccianti Developers would be demolishing the building they neglected. It is obvious to me and others the Rhode Island Department of Environmental Management lacked transparency in their decisions regarding the RFP Process, the reviewing of the proposals submitted, and the awarding of the lease to a developer who grossly neglected the hotel that was on their leased land that was supposed to be maintained. I would like the public records, so they can be forwarded to any and all investigative agencies to examine such actions for gross malfeasance regarding mismanagement of the 5-acre lease by failing to enforce the lease between Procaccianti Developers and the Rhode Island Department of Environmental Management, for failing to award the parking lot lease to the Town of Narragansett or the State of Rhode Island, so the lease will be best for the Town of Narragansett and the State of Rhode Island for revenue that will be gained to benefit the Town of Narragansett and the State of Rhode Island, and for awarding the lease to a slumlord Billionaire who violated the terms of the prior lease with the RIDEM that has caused harm to the area financially, aesthetically, and environmentally. Such reckless disregard by the RIDEM regarding failing to listen to the concerns of the Town of Narragansett and the State of Rhode Island makes the RIDEM culpable for gross mismanagement of the leased land. It is as if the RIDEM has orchestrated a dog and pony show in its issuance of an RFP and its failure to review the Town of Narragansett's Proposal, as the Town of Narragansett's Proposal was the only viable proposal that was in agreement with the Galilee Master Development Plan, supported by the Narragansett Town Planner, the Narragansett Town Manager, and is fully supported by the Narragansett Town Council. The Town of Narragansett Plan was also the only plan supported by the Friends of Galilee that consists of over 300 members who dedicated their lives to improving Galilee and members of the Narragansett Pier Residents' Association. In addition, members of the Galilee Advisory Committee such as myself fully support the Town of Narragansett's Proposal. And last but not least, there is an online petition at Change.org that has well over 2900 signatures that support the Town of Narragansett's Proposal. I therefore request public records on all those involved in reviewing the proposals submitted, and all those who were involved in awarding the 19-year parking lot lease to Procaccianti Developers. The State of Rhode Island has a history of corruption from Mayor Cianci of Providence, Governor Ed DiPrete, Speaker of the House, Gordan Fox, and most recently two members of the Coastal Resource Management Council who were removed after the Attorney General's Office determined the expansion of Champlin's Marina which was recently purchased by Procaccianti Developers was illegally expanded upon. i hope the RIDEM will revoke its most recently awarded 19-year parking lot lease to Procaccianti Developers as we would not want to see the RIDEM Board members, the RIDEM Director, Terry Gray, the Assistant Director, Mary Kay, and all those involved in the RIDEM who were instrumental in recklessly supporting Procaccianti Developers be added to the list as the most notorious State Agency and its Board in the State of Rhode Island as guilty of gross malfeasance and mismanagement that will result in irreparable harm to the Town of Narragansett and the State of Rhode Island. I would add, I was also informed, there are two parcels of land near the water that are zoned fisheries, but the RIDEM has made them parking lots. The total disregard of the RIDEM by failing to consider the needs of Narragansett and its fishermen makes them additionally culpable in my opinion.
Respectfully Submitted,
Dr. Albert Alba
