
The Town of Narragansett will be presenting the needed requested paperwork for its proposal for the Galilee leased land development plan by January 10th, 2022. Procaccianti's lease is set to expire February 28th, 2022. A decision by the Rhode Island Department of Environmental Management in selecting the winning proposal may be by early February. Please continue to encourage friends or family members to add their name to the signature of supporters on this petition at the Change.org website.

It looks like Procaccianti wants to own as much land as possible in Rhode Island. What I find deeply troubling is this Billionaire left the land he leased out in Galilee to be an eyesore for years. His purpose was obvious to me. He wanted the area in Galilee look so bad, that people will feel a massive parking lot is the only thing that would be viable for that area. The parking lot gets the Billionaire the biggest bang for his buck at the expense of Galilee. It reminds me of Mr. Potter, in the movie, It's a Wonderful Life. Coincidently, Procaccianti purchased for 19 million dollars Champlin Marina in Block Island in December 2020 just prior to recommending that only a massive parking lot would be best fit for Galilee. It is obvious Procaccianti wants to use the area in Galilee as a stopping ground for people to park their cars in Galilee to go over on the Block Island Ferry to potentially go to his resort and Marina.
A fish processing plant would also not help Galilee. It will not encourage people to visit Galilee. In fact, I feel it may deter people from visiting Galilee as people will not be attracted to a fish processing plant. The area of land is also zoned GB - Galilee Business, so a fish processing plant would need to be granted a waiver to even be constructed on that land as it goes against the Galilee Zoning Redistricting plan that was developed for that area. If the seafood processing plant is so valuable for our fishermen, then have it constructed in Quonset, RI, where there is an industrial park. How ironic, the Quonset iCell Aqua Company does not want to build in Quonset, where the owners love Quonset so much they made Quonset as part of its company's name.
This Quonset, Rhode Island location would be a perfect fit for the Quonset iCell Aqua fish processing plant. Please note this fish processing plant is recently new to the State as it has only recently been incorporated in 2020. I feel any company that has been recently incorporated adds additional risk regarding funding and sustainability. Let us not forget the Curt Shilling, Studio 38 deal, where taxpayers in Rhode Island had to bail out the failed newly incorporated company. The proposed company is suggesting a venture capital investment, so the funding would have to come from bonds issued by the state. Do we want to risk another company to make our State of Rhode Island become in greater financial hardship?

Below is the email I sent out to the Governor, the Rhode Island Department of Environmental Management, and the State Properties Committee.
Dear Governmental Leaders and RIDEM Administration: Director Terry Gray, Deputy Director Jason McNamee, and Legal Counsel Mary Kay,
I am copying below the speech I gave at the Narragansett Town Council Forum on Monday, January 3rd, 2022. It is my hope our State of Rhode Island elected officials and the Rhode Island Department of Environmental Management will listen to the will of our Narragansett residents and our local elected and appointed officials and do the right thing by selecting the Town of Narragansett's Proposal. At the Change,Org website we have over 2600 signatures supporting the Town of Narragansett's Proposal. When I drive around Narragansett, countless people who I don't even know thank me for advocating a sound rationale on why the Town of Narragansett's Proposal is the only viable proposal for Galilee, I hope this email that is being sent to the Governor on down is read in its entirety as its content should prompt you all to select the Town of Narragansett's Proposal as it is the only proposal that is supported by the overwhelming majority of the residents of Narragansett. Our residents have reviewed the other proposals, and they recognize that the Town's proposal is the only one that has been researched and supported by sage individuals across multiple disciplines from architects, marine scientists, landscape architects, Narragansett's Highly Respected Officials such as our Town Manager and Planner, and many more.
May you all have a Happy New Year, and may 2022 be the year that the RIDEM will be forever remembered for empowering our Town of Narragansett to take control of the 5-acre parcel in Galilee, so it will be a location we will all be proud of for our Gem of a Village to shine.

Open Forum Speech - The following speech was printed in the Narragansett Times on Friday, January 7th, 2022. I previously sent this out to you in a post, but it was just published by our local paper today.

Lighthouse Inn Plan is like the American Revolution
Dear elected Town Council Members, I would like to thank you for appointing me to the Galilee Advisory Committee. I am sure you would not have assigned me to a position in an advisory capacity if you did not agree with my support of the Town of Narragansett’s Proposal, as I have written editorials for the Narragansett Times, I was at Zoom meetings with the Rhode Island Department of Environmental Management (RIDEM), I was quoted in the Boston Globe, and I created an online petition that has over 2600 signatures that supports for the Town of Narragansett's Proposal. Let us hope in this new year of 2022, our forefathers who fought in the Revolutionary War for the primary reason to fight against Taxation Without Representation did not fight in vain. While King George 111 had great influence on implementing unjust taxes, we do not want any individual, developer, corporation, or government agency regardless of how big they are to tax us without listening and upholding the will of our residents. We have no silent majority. As evident by the petition we have a vocal majority. Let us have a representative democracy in Narragansett and not a dictatorship in 2022. We fought many wars against communism and dictatorships where those in political power dictated their beliefs against the will of the people. Let those wars not be in vain. We cannot let any company or governmental agency usurp the will of the people and the Town’s governmental leaders in 2022. As was clear for our fight for the modern state of the art library let us stand united in our fight for the Town’s Proposal. In the Narragansett Times, I noted, if the prior town council failed to support the new library it would be much more costly to be built later. We now recognize what I stated was true. Likewise, with the land lease in Galilee, I will go on record that this is a once in a lifetime opportunity for our town to take over the lease to create a viable revitalization plan that was developed and / or supported based on expert researchers, town planners, architects, marine scientists, the Friends of Galilee consisting of highly educated individuals that dedicated their lives to improving Galilee, our Town Manager and Planner, members of the Galilee Advisory Committee , the Narragansett Pier Residents’ Association, and the Directors of the South County Museum. When I am seen around Narragansett, people thank me for my advocacy for Galilee. Let us hope the will of the people and that of our elected officials, and leaders such as our town manager and planner is not taken away from us by any governmental agency or developer based on one’s political influence and wealth. Let us hope people will not say in 2022 the will of the people of Narragansett is ignored because of any government agency or those elected to represent us. May all men and women who sacrificed to serve our military for our Democracy not be in vain. I hope the Acting RIDEM Director Terry Gray, Deputy Director Jason McNamee, and Legal Counsel Mary Kay hear the voices of the majority and our governmental leaders and officials in Narragansett and do the right thing and approve the Town of Narragansett Proposal.
